PTL Holding is a private company registered in Lao PDR. The Company has expanded its investments and development projects across several sectors, including domestic and international logistics, international dry ports, Dry Port, Sea Port, the Laos-Vietnam Railway, Coal Power Plant, Mining, and other service industries. 

To support the operation of these development projects, in which the Company has invested significantly, and to achieve development goals that are environmentally friendly (Green), modern (Smart), and sustainable (Sustainable) - while complying with occupational health and safety requirements under national law and international standards - the Company is currently seeking qualified and capable candidates to join our team, with details as follows:

Position Title : Environmental Specialist

Report to : Environment & Social Manager

Job Purpose
 

To coordinate and manage environmental compliance, EIA, EMMP, and EMP activities for PTL Holding’s projects, ensuring alignment with Lao laws, IFC E&S Standards, and project requirements, while supporting site monitoring, environmental reporting, incident response, and implementation of mitigation measures across projects nationwide.

Duties and Responsibilities

• Coordinate and collaborate with relevant internal departments and external stakeholders, such as regulatory agencies at central and local levels, to ensure compliance with environmental protection and management regulations.
• Work with the International Consulting Firms to conduct Environmental Impact Assessment (EIA) of Railway Projects and support the International Consulting Firms to prepare EIA reports and Environmental Management and Monitoring (EMMP) of the projects.
• Support the International Consulting Firms to develop specific Environmental Management Plans (EMPs) such as Resource Efficiency and Conservation Management Plan, Air Quality Control and Monitoring Plan, Noise Control and Monitoring Plan, Waste Management Plan and Wastewater Management Plan and other management plans required by the IFC E&S Standards.
• Review, update and/or develop the project’s Environmental Management and Monitoring Plan (EMMP) and other specific EMPs as required by Lao national laws and IFC E&S Standards.
• Implement and/or supervise implementation of EMMPs and specific EMPs of projects operated by the PTLH nationwide.
• Carry out site inspection, conduct environmental monitoring, collect samplings and report the site inspection and environmental monitoring monthly, quarterly and annually.
• Handle environmental incidents such as spills, supervise cleaning up environmental pollution and implement mitigation measures.
• Perform other tasks assigned by the Project Manager and Environmental and Social Manager of PTL Holding.

Position Requirements:

• Bachelor’s degree or higher degree in environmental management, environmental science, environmental engineering, environmental chemistry or related field.
• At least five years of work experience in implementing environmental management and monitoring plans at project sites of large-scale projects.
• Strong knowledge of the Lao national EIA and public participation procedures.
• Good knowledge of IFC Standards on Environmental and Social Sustainability, Guidelines of Occupational Health and Safety of the World Bank or have experience in implementing ISO 14001 and ISO 45001.
• Good knowledge of using instruments to conduct environmental quality monitoring such as air quality monitoring, water quality sampling, noise and vibration measurement.
• Be able to review, update or develop EMMP and specific environmental management plans for specific projects.
• Be familiar with the Environmental Protection Law, Decree of Environmental Impact Assessment of the Lao PDR.
• Be able to read, write and speak English fluently, use mapping programs such as ArcGIS and proficient in MS Office, including Word, Excel and PowerPoint are desirable.
• Be able to work with the International Consulting Firms to collect baseline data on environmental and social conditions at the project sites.
• Be able to travel and work at the project sites.
