Position Title: Head of Risk Management

Job Summary:
The Head of Risk Management is responsible for establishing, leading, and continuously enhancing the Bank's Enterprise Risk Management (ERM) framework and risk governance structure. This role serves as both the strategic leader and operational manager of the Risk Management Department, ensuring effective identification, assessment, monitoring, reporting, and mitigation of risks across all business activities.
As the Bank is in a growth and development phase, the Head of Risk Management is expected to build risk management frameworks, policies, methodologies, reporting systems, risk tools, and departmental capabilities while actively collaborating with business units to support sustainable growth, regulatory compliance, and prudent risk-taking.
The role acts as first and second line of defense, providing challenge, guidance, recommendations, and practical solutions to management and business units while promoting a strong risk-aware culture throughout the organization.
Role & Responsibilities:
1. Risk Governance & Framework Development
- Improve and maintain the Bank's Enterprise Risk Management (ERM) Framework.
- Develop and implement risk governance structures, risk policies, risk appetite framework, limits framework, and reporting standards.
- Create methodologies for identifying, measuring, monitoring, controlling, and reporting risks.
- Develop and periodically review risk management policies, procedures, manuals, and guidelines.
- Ensure consistency of risk management practices across all business and support functions.
- Recommend risk appetite and risk tolerance levels for approval by Senior Management and the Board.
2. Enterprise Risk Management
Establish and oversee management of all key risk categories, including:
- Credit Risk
- Develop credit risk assessment methodologies and portfolio monitoring tools.
- Review large or complex credit proposals and provide independent risk opinions.
- Monitor credit concentration, collateral quality, and portfolio quality trends.
- Market Risk
- Establish market risk frameworks covering gold trading, bullion operations, FX activities, and treasury positions.
- Design and implement risk limits, stop-loss limits, exposure limits, VaR methodologies, stress testing, and monitoring processes.
- Monitor market developments and assess potential impacts on the Bank.
- Liquidity Risk
- Develop liquidity risk monitoring tools and early warning indicators.
- Assess liquidity and adequacy under both normal and stressed conditions.
- Operational Risk
- Establish operational risk management framework.
- Implement risk and control self-assessments (RCSA).
- Develop incident reporting and loss event management processes.
- Oversee business continuity and operational resilience programs.
- Compliance & Regulatory Risk
- Coordinate with Compliance to assess regulatory risks.
- Ensure risk management practices align with applicable regulations and supervisory expectations.
- Strategic & Reputational Risk
- Assess emerging risks associated with new products, projects, business initiatives, and strategic plans.
- Provide risk evaluations for major business decisions.
3. Risk Tools, Systems & Reporting
- Design and implement risk monitoring tools, dashboards, KRIs (Key Risk Indicators), and risk reporting frameworks.
- Develop risk registers and risk assessment methodologies.
- Establish management information systems (MIS) for risk reporting (To work with IT team).
- Implement stress testing and scenario analysis frameworks.
- Develop risk data collection, validation, and reporting processes.
- Recommend and support implementation of risk management systems and technologies.
4. Business Partnership & Advisory
- Work closely with Commercial, Global Market, Operations, Finance, Compliance, Internal Audit, and other departments.
- Participate in product development, process reviews, and strategic projects.
- Provide risk assessments and recommendations before implementation of new initiatives.
- Act as a trusted advisor to management on risk-related matters.
- Recommend practical mitigation measures that balance risk control with business objectives.
- Challenge business decisions where risk exposure exceeds approved appetite or limits.
5. Regulatory & Board Reporting
- Prepare risk reports for Management Committees, Risk Committees, and the Board of Directors.
- Present key risk issues, emerging risks, and mitigation recommendations to senior management.
- Coordinate with regulators, external auditors, and other stakeholders on risk-related matters.
- Ensure timely submission of risk-related regulatory reporting requirements.
6. Risk Culture & Capability Building
- Promote a strong risk culture throughout the Bank.
- Develop and deliver risk awareness programs and training.
- Build risk management knowledge and accountability across all departments.
- Drive adoption of risk ownership principles among first-line business units.
- Promote proactive risk identification and escalation practices.
7. Department Leadership
- Lead the Risk Management Department.
- Develop departmental structure, resource requirements, and staffing plans.
- Set objectives, KPIs, and performance expectations for team members.
- Coach, mentor, and develop risk personnel.
- Manage departmental budget and resources.
- Continuously improve departmental effectiveness and maturity.
Qualifications and Skills:
#. Experience
- Bachelor’s degree in Finance, Accounting or a related field.
- Minimum 6-10 years of experience in banking risk management, financial services, treasury risk, commodity trading risk, or related fields.
- At least 5 years in a managerial or leadership position.
- Experience establishing or enhancing risk management frameworks is highly desirable.
- Experience interacting with regulators, senior management, and Board committees.
- Experience in gold bullion, commodity trading, treasury, FX, or investment banking is an advantage.
