Helvetas Swiss Intercooperation is an international non‑governmental organization founded in 1955 in Switzerland and currently working in around 40 countries across Africa, Asia, Latin America, and Eastern Europe. Helvetas supports disadvantaged people and communities to improve their livelihoods, promote decent employment, and enable sustainable development while respecting the environment.

Helvetas Laos, through its PHOLIN Project, supports sustainable livelihoods for Non‑Timber Forest Product (NTFP) producer groups in Phongsaly Province. As part of this initiative, Helvetas Laos hereby invites qualified construction companies and individual contractors to submit bids for the construction of NTFP Collection Centres in target villages.

The tender will be conducted in accordance with the Helvetas Laos Procurement Manual and applicable donor regulations.

Scope of Works

Construction of NTFP Collection Centres (standard size approximately 6 × 8 meters, or as specified in the TOR & RFP), including all civil works, materials, labor, tools, supervision, and handover.

Submission of Bids

Bids can be submitted all applications to the email: Procurement.laos@helvetas.org and CC: Pheang.xaydongvanh@helvetas.org or in hard copy to the Helvetas office address given bellow, in accordance with the instructions stated in the TOR & RFP.

Only bids received before the stated deadline: 18 June 2026, before 5:00 PM Lao local time, and prepared in the required format will be considered.

Timeframe

• Construction period: July – November 2026
• Duration: 135 calendar days (45 days per village), from contract start date

Bid Opening

Bids will be opened by the Helvetas Bid Evaluation Committee in accordance with internal procurement procedures.
