Main tasks

Within the Dam Safety Technical and Institutional (DSTIA) project, The Lao Dam Safety Management System (LDSMS) has been developed to support the Department of Energy, Ministry of Industry and Commerce (DOE) activities.

The tasks of the IT Long Term Maintenance are as follows:

• Be a well-established and recognized IT company in Laos, with the capabilities to guarantee long-term software maintenance.
• Offer programming services based on simple Microsoft technologies.
• Master Visual Studio and the C# and VB.Net languages.
• Master the development of graphical interfaces under WinForms
• Master the management of the Data Access Layer of the software with Entity Framework technology (https://learn.microsoft.com/en-us/aspnet/entity-framework).
• Master changes to the structure of the database, and changes to the corresponding object structure of LDSMS (Migrations).
• Master the publication of new versions with ClickOnce technology.
• propose to the department, twice a year, a new version of LDSMS, according to the specific needs of the department.
• Collaborate closely with the LDSMS IT Administrator.
• Update software documentation.
• Fixed the LDSMS software when issue is occurred.  

Profile/ Qualifications

Mandatory:

• Bachelor's degree in computer science or a related field.
• Minimum of 5 years of experience in software maintenance.
• Advanced knowledge of programming languages such as VB.Net and C#.
• Ability to troubleshoot and identify technical issues in a timely manner.
• Experience with database management systems in particular SQL Server.
• Knowledge of dam engineering and related terminology would be an advantage.
• Strong analytical and problem-solving skills.
• Excellent communication skills.
• Interpersonal skills and easy contact with local users and people from international organizations.

Optional/Desirable:

• Previous work experience with International NGO/local NGO environment or GOL.
