CAREER OPPORTUNITY WITH THAKHEK DRY PORT
Position Title: Human Resource & Admin Manager
Department: Human Resource & Admin
Report to: General Manager
Location: Thakhek District, Khammouane province
Business group: Logistics
Job purpose:
Be part of the team to lead, set up, and handle all HR and administrative operations across the company. Manage everything from recruitment, performance, and compliance to office management, logistics support, and government relations.
Duties and Responsibilities:
- Plan, implement, and evaluate employee relations and HR policies, programs, and practices.
- Establish recruiting, testing, and interviewing programs, counsel managers on selection, and conduct exit interviews.
- Prepare employees for assignments by conducting orientation and coordinating learning programs.
- Manage work appraisals, coordinate employee coaching, handle disciplinary actions, and resolve internal grievances.
- Structure employee benefits, analyze market trends, process claims, and evaluate benefit contract bids.
- Monitor Lao labor requirements, conduct internal investigations, and represent the organization at hearings.
- Design and maintain a secure filing system for historical and current human resource records.
- Retains historical human resource records by designing a filing and retrieval system and keeping past and current records.
- Recruit, select, orient, schedule, and appraise performance for internal human resource staff.
- Office Operations: Oversee daily office maintenance, cleanliness, utilities, layout planning, and general facilities management.
- Procurement & Assets: Manage purchasing of office supplies, stationary, furniture, and IT equipment while maintaining accurate asset registries.
- Logistics & Fleet: Coordinate company vehicle scheduling, driver management, maintenance logs, and fuel allocation for site operations.
- Expat & Travel Logistics: Manage visas, work permits, stay permits, flights, and accommodation for foreign employees and business visitors.
- Government Relations: Act as the primary liaison with local provincial authorities, ministries, and community leaders in Khammouane.
- Document Control: Supervise company-wide incoming/outgoing correspondence, official stamps, archiving, and internal communication flows.
- Executive Support: Perform other administrative tasks assigned by the Managing Director, VP, and Top Management.
Requirements & Qualifications:
- Experience: Minimum 6 years of proven work experience covering both HR and office administration functions.
- Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
- Availability: Ability to work full-time on-site in Thakhek District.
- Technical Skills: Proficient in MS Office suite and familiarity with HR/Admin systems and databases.
- Languages: Good command of written and spoken Lao and English.
