Junior Advisor GIS and Land Governance

The project “Land Management & Decentralized Planning Program (LMDP IV)” as part of the Lao-German Cooperation and commissioned by German Federal Ministry for Economic Cooperation and Development and co-financing by Swiss Agency for Development and Cooperation (SDC) is currently seeking one (1) qualified Lao national for the position of Junior Advisor GIS and Land Governance, based in Vientiane Capital starting as soon as possible until 31.12.2027.
MAIN TASK AND RESPONSIBILITIES:
- Support the conceptual and methodological implementation of the project’s Lessons Learned Strategy in close coordination with the management team and project outputs.
- Process and analyze field implementation data to support the development of map materials and draft advisory concepts for the national policy discourse.
- Contribute to quality control within the Land Information Systems (LUIS and LaoLandReg) and assist in improving data collection standards during field activities.
- Support the M&E team in conducting surveys and performing data queries from LaoLandReg, including initial data analysis for management reporting.
- Coordinate with national partners, including the organization of meetings, preparation of budget documentation, and providing technical translations (Lao/English).
- Facilitate quality assurance by applying Capacity Works and other relevant management instruments across outputs within the project management team.
- Contribute to the conceptual design and methodological development of events, including shaping objectives, formats, and facilitation approaches to ensure alignment with project goals and target audiences.
REQUIRED QUALIFICATIONS:
- University degree in Environmental and Natural Resource Management, Urban and Regional Planning, Geosciences, or a related field, with a clear focus on GIS and spatial data analysis.
- Initial practical work experience in international development cooperation, preferably in the land sector, spatial planning or rural development.
- Good working knowledge of QGIS and/or ArcGIS for processing spatial data, as well as proficiency in handling spatial databases, acquired through relevant internships or initial professional experience.
- Initial practical experience in spatial analysis and the preparation of data for strategic recommendations. Demonstrated analytical thinking and willingness to work on complex topics in a structured and proactive manner.
- Basic knowledge of empirical data collection methods (surveys, interviews) and statistical data analysis.
- Proficiency in English and fluency in Lao both written and spoken; prior experience in technical translation/interpretation (Lao-English) is an advantage.
- Strong communication and teamwork skills, good organizational abilities cultural sensitivity for working with government counterparts and development partners in Laos.
