The role
We are currently looking for Senior Project Officer based in Luang Prabang Province.
Role Purpose
The Senior Project Officer plays a key leadership role in ensuring high‑quality implementation of climate‑adaptive livelihood, community resilience, and child‑centered climate change adaptation interventions in in Viengkham district, Nambak district and Ngoy district, Luang Prabang Province. The role provides technical support, leads field‑level coordination with government counterparts, oversees community engagement processes, and ensures that activities are delivered according to the project workplan, budget, and donor requirements.
The Senior Project Officer supports the Project Manager by supervising field teams, strengthening technical quality, ensuring compliance with safeguarding and MEAL standards, and contributing to learning, evidence generation, and adaptive management. The role also promotes inclusive and climate‑resilient development approaches that benefit vulnerable children, families, ethnic groups, and remote communities.
The post holder will be involved in emergency responses when organization decides for response in emergency in the province this position based.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY
Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
Technical Leadership & Quality Assurance
- Provide technical guidance on climate‑adaptive livelihoods, Disaster Risk Reduction (DRR)/Climate Change Adaptive (CCA), climate‑smart agriculture and community‑based resilience planning.
- Ensure activities follow national guidelines, organizational standards, and donor requirements.
- Review training packages, IEC materials, and methodologies before field implementation.
Planning, Coordination & Team Leadership
- Lead detailed monthly and quarterly work planning with field teams and government partners.
- Supervise, mentor, and support project officers, field facilitators, and community mobilizers.
- Coordinate closely with National, Province, District and Village authorities and relevant technical departments.
Community Engagement & Inclusive Programming
- Oversee community selection, vulnerability assessments, and climate risk profiling.
- Ensure meaningful participation of women, ethnic groups, youth, and persons with disabilities.
- Strengthen community structures such as Village Disaster Management committees, producer groups, saving groups, and youth clubs.
Monitoring, Evaluation, Accountability & Learning (MEAL)
- Validate beneficiary lists, distribution sheets, and training reports.
- Contribute to lessons learned, case studies, and adaptive management decisions.
- Support baseline, midline, and endline surveys.
Government & Partner Coordination
- Ensure harmonization with national DRR/CCA, climate adaptation, rural development, and livelihood policies.
Safeguarding, Risk & Compliance
- Uphold child safeguarding and Do No Harm standards; apply protection.
- Identify and mitigate implementation risks including climate, market, and protection risks; ensure asset distribution and cash/inputs follow controls.
- Ensures compliance of the program with all SCI Laos policies.
- Ensures that SCI Laos policies are compliant with the Lao Labour Law.
Reporting, Documentation & Compliance
- Prepare high‑quality activity reports, inputs for donor reports, and field documentation.
- Ensure full compliance with safeguarding, finance, procurement, and asset management policies.
- Support procurement planning, vendor coordination, and distribution oversight.
Communication & Visibility
- Ensure compliance with donor branding requirements and communication protocols.
Relationships
- Establishes and maintains excellent working relationships with all SCI Lao staff members.
- Establishes and maintains positive working relationships with other institutions involved in the projects. This should include regular contract with GoL partners – as per MoU to ensure they are fully and appropriately involved in the projects.
- Establishes local procedures to liaise effectively with local government partners in terms of planning, implementing, reporting, budget expenditure and control, monitoring and evaluation
- Develops, maintains and strengthens relations with other agencies working in the same geographic or technical areas.
- Actively works in coordination with other staff-members as deemed necessary for performing his/her duties and for the general development of the SCI Laos offices.
Dual mandate:
- During an emergency, contribute to rapid assessment and response relate to DRR and Humanitarian response.
QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree (master’s preferred) in Agriculture, Rural Development, Environmental Science, Social Sciences, or related field.
- Strong analytical, reporting, and MEAL skills.
- Good Lao and English communication skills; ethnic language ability is an advantage.
- Ability to travel frequently to remote areas.
- Computer skills: MS Office/Teams; familiarity with Kobo is an advantage.
EXPERIENCE AND SKILLS
- 5 years of experience in livelihood, DRR/CCA, resilience, food security, or community development programming.
- Proven experience working in Luang Prabang Province and with district.
- Strong technical understanding of climate‑smart agriculture, value chains, market linkages, DRR/CCA, and community-based planning.
- Demonstrated experience supervising staff and leading field teams.
Contract length: Fixed term (1 year with the possibility of extension)
