Program Support Officer – Lao PDR

The Role: We are seeking a Program Support Officer (PSO) for installation of high efficiency wood burning cookstoves project in Lao PRD who will play a key role in ensuring that project activities are implemented efficiently, data quality and integrity is maintained, and compliance with carbon certification standards is ensured.

 

Bridge Carbon is funding and implementing cookstove project that supplies clean and efficient cookstoves to rural households (HHs) in Lao PDR, replacing unhealthy and environmentally damaging three-stone-fire and iron tripod cooking. Specifically, the company aims to provide free cookstoves to households in rural areas where households continue to use iron tripod cooking and unhealthy, environmentally harmful three-stone fire methods.

 

As a field-based operations team member, the Program Support Officer will play a key role in ensuring that project activities are implemented efficiently, data integrity is maintained, and compliance with carbon certification standards is ensured.

 

The Program Support Officer reports to the Country Director and works closely with Implementing partner and local stakeholders in Lao PDR. S/he will be primarily responsible for coordinating and facilitating the Bridge Carbon project implementation in Lao PDR to accelerate carbon transformation activity.

 

Key responsibilities of this position include:


Project management and coordination:

  • Onsite oversight of project implementation as per BC’s SOP (Standard Operating Procedure) and lead day-to-day project operations in the project areas.
  • Build a robust and trustworthy relationship with local authorities and the target communities to ensure long-term and mutually beneficial partnerships.
  • Coordinate with key stakeholders and serve as the key operational link between Bridge Carbon, local authorities, and village leadership to implement project activities.
  • Support Country Director in developing comprehensive plans and strategies for program activities and oversee activity resource (financial and human resource) allocation and utilization.
  • Support logistical planning for stove and stove parts transportation, deployment, installation, and monitoring.
  • Coordinate with Bridge carbon stove manufacturing team to maintain stove and stove parts in & out and stock record.
  • Produce and maintain field records, attendance, and activity progress updates and reports.
  • Organize and facilitate field meetings, and visits for internal and external stakeholders.


Community Engagement & Capacity Building:

  • Organise stakeholder engagement, FGDs and community awareness sessions.
  • Train beneficiaries on project stove use, service and maintenance and collect feedback from them as part of various visits and surveys.
  • Train Stove Champion Coordinators (SCCs), Stove Champions (SCs) and other field workers on activity guidelines, tools, SOPs and activity implementation.
  • Translate training and other project related materials to local language as needed.
  • Prepare and maintain records related to stakeholder engagement and capacity building.

 

Stove monitoring and data collection:

  • Organise surveys to track the number of stoves distributed, location, and beneficiary details.
  • Conduct usage and other surveys such as Kitchen Performance Tests, Stove Champion visit, Stove Use Monitoring, baseline assessment etc.
  • Monitor for continued adoption, functionality, and maintenance needs.
  • Conduct the follow-up and performance check visit to monitor and enhance the quality of the action on the groundwork and ensure that it is in line with Bridge Carbon Standard protocol.
  • Scout the fieldwork for data cleaning to ensure the high quality and accuracy of data.
  • Perform quality data checks at the backend for all submitted surveys and communicate flagged entries.
  • Prepare reports on surveys.

 

Compliance and documentation:

  • Ensure field activities align with applied carbon standards.
  • Support Country Director in receiving and addressing issues and grievances.
  • Support Country director in organising and maintaining documentation for audit readiness.
  • Support Country Director in organising field audits.
  • Performance appraisals for field contractors and performance checks for both SCCs and SCs
  • Any other responsibility as assigned by the management.

 

Qualifications:

  • Bachelor’s degree in engineering, energy, rural development, forestry, agriculture, and social science or related fields with 3-4 years of working experience.
  • Proven work experience in community development, project management, extension and capacity building, specifically in climate and renewable energy & energy efficiency areas.
  • Experience working with Loa local authorities or private sustainability projects.
  • Fluency in Lao and English (spoken and written) is essential.
  • Familiarity with Microsoft Excel, Google Sheets, and field data collection apps.
  • Passionate and high-energy individual who wants to develop in a fast-growing and innovative company.
  • Strong aspiration to work with rural community to improve social and environmental impact. 
  • Able to work in a fast-paced, flexible hours.
  • Valid driving license and car.

Location: Vientiane, Lao PDR (with frequent field visits to project villages)


Supervision: The position will report to Country Director.

 

This is full time position with 3 – months’ probation.
