The role 

We are currently looking for HR Officer based in Vientiane Capital


Role Purpose

To provide administrative support to the SCI Laos HR function as required in all facets of HR. Including resourcing, engagement, compensation, benefits, reward, recognition, policy, payroll, learning and development. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


KEY AREA OF ACCOUNTABILITY

  • Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
  • Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
  • That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.
  • Advertise employee vacancies (including required consultants, interns, and volunteers), assess applications, interview applicants, administer selection tests, prepare reports and make recommendations to management about staff appointments
  • Monitoring and tracking probation/onboarding of new employees
  • Maintain the personal records of employees on matters such as wages, benefits, leave and training.
  • Administer pension and benefits 
  • Assist arranging and conduct employee training
  • Assist providing advice and information to management and employees on human resource policies and procedures, including equal opportunity, anti-discrimination and occupational health and safety programmes
  • Assist employees with work matters, career development, personal problems and industrial matters
  • Assist administering payroll to ensure that staff salary is accurately calculated and paid as scheduled
  • Facilitate the insurance compensation and medical expense claim and coordinate with insurance provider and social security organisation
  • Plan and facilitate employee orientation process  
  • Support the continuous improvement of the human resources function overall  
  • Assist in developing and implementing HR strategies and initiatives to enhance workforce engagement and organizational effectiveness
  • Participate in the review and continuous improvement of HR processes and systems to streamline operations and improve service delivery
  • Coordinator employee recognition programs and Initiatives to foster a positive and motivated work environmentWork closely with other HR peers on any co-assignments as team operations may require


Qualifications And Experience

  • Bachelors Degree in Human Resources or related discipline
  • Demonstrated ability to manage recruitment processes, employee onboarding, performance management, and staff development initiatives.
  • Proficient in Microsoft Office Suite (Excel, PowerPoint, Word) with the ability to create reports, presentations, and data analysis.
  • Experience working with Human Resource Information Systems (HRIS) to maintain employee records, generate reports, and support HR operations.
  • Strong knowledge of labor laws and HR best practices relevant to the local context.
  • Excellent verbal and written communication skills in both English and Lao to effectively liaise with staff, management, and external stakeholders.
  • Proven ability to handle confidential information with discretion and maintain high ethical standards.
  • Experience supporting payroll, benefits administration, and compliance activities is an advantage.
  • Ability to work independently as well as part of a team in a fast-paced and dynamic environment.
