Climate Finance Advisor

The Climate Protection through Avoided Deforestation (CliPAD) Project, a part of the Lao-German Cooperation and commissioned by German Federal Ministry for Economic Cooperation and Development and financially supported by the Green Climate Fund (GCF), is currently seeking one (1) qualified Laotian candidate for the position of Climate Finance Advisor, based in Vientiane Capital starting as soon as possible until 31.07.2027.


 MAIN TASKS AND RESPONSIBILITIES

The Climate Finance Advisor will work with the “Climate Protection through Avoided De-forestation” project, promoting innovative climate finance strategies and the overall national carbon market development. The position will support establishing a carbon market knowledge hub and facilitate coordination between government institutions, international partners, and the private sector, while planning and guiding pilot activities.

  • Support national partners in designing and implementing strategies to access international and domestic climate finance, ensuring alignment with national climate goals, Nationally Determined Contributions (NDC) commitments, and national capacities for carbon market regulation.
  • Provide policy advice on integrating climate finance aspects into national strategies and regulatory frameworks, including coherence with carbon market developments and international standard such as Article 6 of the Paris Agreement.
  • Facilitate coordination and dialogue between government institutions, development partners, private sector, and civil society to promote transparent and effective climate finance management.
  • Organize and support capacity-building activities such as training courses, workshops, and advisory sessions for government agencies and local stakeholders on climate finance mechanisms.
  • Identify, assess, and structure project ideas into financeable proposals, including for selected villages in the targeted pilot regions, ensuring technical soundness and donor compatibility, e.g. set up of Carbon Market Knowledge Hubs.
  • Contribute to knowledge exchange and communication by documenting lessons learned and sharing best practices on innovative climate finance instruments at national and regional levels.
  • Support monitoring and reporting on mobilized funds and financed activities, ensuring compliance with international requirements and timely delivery of project reports.
  • Strengthen cooperation with partner organizations and experts, while promoting a respectful and collaborative team environment.

REQUIRED QUALIFICATIONS:                                                                                

  • Bachelor’s degree (or equivalent) in environmental economics/management, finance, climate change, sustainable development, or related fields.
  • Strong expertise in climate finance instruments and mechanisms (e.g., Green Climate Fund, carbon markets, bilateral and multilateral financing), including practical experience in GHG emissions tracking and climate risk assessment.
  • At least 3 years of relevant professional experience in climate finance, climate policy, or development cooperation, preferably in Laos or the Mekong region.
  • Experience in working with governmental institutions and/or international organizations on climate finance, climate change-related projects, or related fields.
  • Solid understanding of the international climate policy landscape, including Paris Agreement mechanisms, NDCs, voluntary carbon markets, and integration of climate change considerations into national strategies.
  • Strong project development and proposal-writing skills, with a proven record of mobilizing funding or structuring financeable projects.
  • Excellent written and oral communication skills in English and Lao language.
  • Strong networking, teamwork, and facilitation skills, with the ability to bring diverse stakeholders together.
  • Proactive, results-oriented, and enthusiastic about developing and implementing.
