Job Purpose:
Reporting to the International Logistics Manager (ILM), the LM is responsible for ensuring full compliance with MAG and Donor policies and procedures at both in the Vientiane and field office levels. This includes ensuring that all logistics, asset and inventory management systems and transportation are functioning effectively and that all relevant records are properly maintained. The LM also supports the development and management of project grants and donor reports, manages logistics team members and builds capacity within the logistics team and ensures appropriate logistics support to enable operations to run effectively and efficiently.
Responsibilities:
General management
- Provide advice to the ILM on all aspects of Logistics, Asset Management, Warehousing/store Inventory, Goods transportation, Houses/properties rental and logistics team capacity building.
- Plan and deliver the logistics department's objectives and work plans and report any issue to the ILM to plan corrective action.
- With the support of the ILM, coordinate standardization initiatives, focusing on the efficiency and effectiveness of internal Logistics processes.
- With the support of the ILM, coordinate regular reviews of all relevant manuals, SOP/policies, new systems for logistics functions, suggest adequate improvements based on best practice and manage the dissemination of any relevant changes.
- Provide support to the Country SMT in risk management in Logistics aspects, by raising relevant information to ILM and HoSS (Head of Support Services) on time and regularly.
- Relay all relevant information to the ILM and HoSS to maintain good working relationships between Operations and Support functions.
- With the support of the ILM, maintain the internal controlling (Quality Assurance) system within Logistics across all bases.
- Review and oversee the Rental/Lease contracts and transactions at all bases. Monitor and report on landlords/house owners' performance, identifying current and potential issues or inefficiencies. Assist with Lease contracts, renewal or modifications and provide timely information to superiors.
Staff management & capacity building
- Oversee the performance of the logistics team members in all bases and supervise the provincial Logistics departments.
- In concertation with the ILM, establish coherent and measurable performance objectives for the logistics team in the country and ensure tracking and management of overall team performance.
- Provide advice and guidance to national and international program staff in relation to logistics, ensuring asset and stores inventory management procedures, as well as transport process are implemented and followed.
- Participate to improvement projects and implement changes to Logistics policies, processes and systems with the support of the ILM.
- Provide effective line management, guidance and support to direct reports, ensuring that Logistics duties are carried out to a high quality, respecting deadlines requirements and in line with MAG policies and procedures.
- Collaborate with the ILM to prepare the annual training plan on to enhance the capacity of the logistics team at all bases and contribute constantly to Logistics department capacity building process.
- Develop training plan and deliver training on asset control and store inventory in line with MAG Policies and Procedures, new HQ roll-out to enhance the understanding and smooth implementation of Logistics staff.
Asset Management
- Support the ILM with improvements to the programme’s current asset management and auditing process, ensuring assets are tracked, maintained, serviced and/or disposed of in line with MAG and donor policies to keep the programme asset register accurate and up to date.
- Ensure that all programme assets are maintained and serviced appropriately via coordination with related departments and external suppliers.
- Oversee, perform physical spot checks of asset management activities in all base locations.
- Ensure program asset-related paperwork and asset reports (including monthly detectors reports) are up-to-date at a monthly basis and filed into the appropriate SharePoint locations.
- Ensure programme assets to be audited at least once a year across all bases and provinces.
- Support the national logistic team in maintaining the Asset register and Asset management system accurately.
- Be the key lead in roll-out and implementation of the asset management system across all bases under the support of ILM and HoSS
- Support the process of planning of replacement of assets.
Store Inventory Management
- Support the ILM with the improvement and implementation of the current inventory management practices and tools across all locations.
- Support the logistics team in ensuring inventory paperwork across all locations are standardised, up to date, consolidated at country level, and actual stock amount is matching with paperwork data and system data
- Conduct random physical store inventory at bi-monthly basis at least.
- Review the logistics team's monthly inventory reports and analysis for all locations, and alert the ILM of any discrepancies or notable issues.
- Ensure inventory reports are consistently up-to-date and accurate, maintaining high standards of quality and reliability.
- Be the key lead in roll-out and implementation of inventory management system across all bases under the support of ILM and HoSS
- Ensure that a plan for regular re-supplies of stores in place, in coordination with the Procurement Manager.
- Review turnover of stock, obsolete items, expired items and feed this information into future planning. Oversee the disposal of unnecessary items in line with MAG’s policies and procedures.
Coordination with other departments
- Oversee coordination with Ops/Field Technical Managers and other Departments Heads to ensure correct goods specifications, goods delivery and transport status to meet the timeframe requirements.
- Oversee coordination with Finance team in terms of on-time payment on all lease/ rental agreements, transportation expenses.
- Together with PM (Procurement Manager), support Finance team to provide supporting documents and explanations for audits if necessary
- Support other departments when and where required
Reporting and other duties
- Report to the ILM on a regular basis the progresses on all Logistics updates
- Coordinate with the PM to update weekly general update of the Logs department
- Ensure Logistics team timely update the reporting systems (asset tracker, detectors reports, store inventory…) at a monthly basis.
- Compile, review and submit Logistics, asset and inventory reports to the line manager and relevant stakeholders on time.
- Undertake QC assessment together with PM/PLCs/LO upon goods receipt to make sure the goods received in correct standards as per requirements.
- Be able to cover PLCs and LO’s duties when staff is absent and when needed.
- Support dissemination of best practices and enforcement of MAG key policies across suppliers including safeguarding, conflict of interest, anti-corruption and anti-bribery policy, anti-human trafficking and anti- slavery, data protection and environmental policy.
- Any other tasks as delegated by the line manager and Head of Support Services.
External Relationship
- Represent the MAG Lao PDR's Logistics department as and when required in liaising with the local government or other local agencies.
- Represent MAG with stakeholders including suppliers, partners and local authorities to ensure MAG's best interests and smooth implementation of the project activities across all locations.
General
- The post holder is required to be based in Xiengkhouang province, with regular travel to all MAG's bases in Vientiane and Khammouane and should be available on calls when required. This means weekends and outside of normal office working hours may be requested if needed (compensated in line with MAG policies).
Requirements
Essential Qualifications
- Lao nationality
- Higher diploma or university degree in related fields (Logistics, Supply Chain, Business Administration, Management etc.).
- Be able to work independently with multiple tasks requirement
- Preferred with driving license possession.
Essential Experience
- Minimum of three years management experience
- Experience in Logistics, Asset and inventory aspects - preferably in the INGO sector
- Having good method of staff motivation at work, teamwork orientation
Essential Skills and Knowledge
- Good spoken and written English language skills
- Computer literacy (Microsoft Word and Excel, Outlook, M. Teams are required)
- Good communication and negotiation skills
- Strong planning, effective problem-solving, and personal organization skills.
