1. Background
Under the fifth Lao-Luxembourg Indicative Cooperation Programme, the Lao and Luxembourg governments have deepened collaboration through four sectoral programmes (implemented from 2023 to 2027) with a total budget of approximately 119.5 MEUR, including the Local Development Programme with a budget of approximately 37 MEUR (with Swiss co-financing).
2. OBJECTIVE
The Junior Infrastructure Officer provides technical support in the implementation of infrastructure development activities. The JIO supports the design, execution, quality assurance, and monitoring of infrastructure projects, and contributes to capacity development efforts. The JIO plays a hands-on role in field-level coordination and technical follow-up, ensuring that infrastructure works align with agreed standards and contractual commitments.
3. MAIN RESPONSIBILITIES
- Assist in coordinating and monitoring infrastructure development activities.
- Provide technical support during the planning, design, and implementation of infrastructure projects.
- Support the preparation and collection of project documentation, including site surveys, technical drawings, bills of quantities, tender dossiers and progress reports.
- Conduct site visits to monitor construction activities, verify progress, and report on technical issues.
- Assist ensuring construction works comply with quality, safety, environmental, and contractual standards.
- Help facilitate the participation of local communities and counterparts in the planning and oversight of infrastructure activities and ensure local ownership and sustainability of infrastructure interventions.
- Participate in field-based training, coaching, and technical backstopping sessions led by the IDA.
- Organise meetings, workshops, and site inspections related to infrastructure development.

4. SKILLS and qualifications REQUIRED FOR THE JOB
- Bachelor’s degree in civil engineering or related field.
- At least three (3) years of relevant professional experience in supporting the implementation of infrastructure development projects.
- Knowledge of Computer-Aided Design (CAD).
- Beginners English language level skills.
- Desirable: Knowledge of GIS; Knowledge of standard requirements for rural infrastructure construction in schools, water GFS, feeder roads; Ability to conduct surveys (GPS/GNSS) and construction supervision.
5. CONDITIONS:
- Location: Takhek (Khammouane Province)
- Nature of the position: fixed-term contract until 31.12.2027 (full time);
- Expected starting date: 01/11/2025 or asap;
- Salary: calculated based on the experience and qualifications of the successful candidate.
