Community Development Facilitator (CDF)

World Vision International – Lao PDR country strategy FY 2-26 focuses on the three key programming priorities for child well-being namely; CWBO2 - Increase in children who have positive and peaceful relationships in their families and communities; CWBO5 - Increase in children who are well-nourished (ages 0-5); and CWBO7 - Increase in primary school children who can read.  


Technical Programs (TPs) are national level programs implemented by World Vision in multiple geographic locations within a country. TPs are comprised of evidence-based practices and models previously identified, defined, prioritized through a strategic process, and documented. TPs are designed to ensure NO strategic objectives are achieved, which includes the highest impact for the well-being of children, in accordance with relevant technical project models and integration of relevant supporting approaches (SA).


Community Development Facilitator  

This position plays a key role in facilitating the process of transformation/change, and covers the different stages during implementation of an Area Program (AP). 

She/he will be working with the AP team and Technical Programme Co-ordinator to establish and maintain the programme quality. This person will be representing WVI Lao PDR to technical networks at district level and engaging in advocacy initiatives that are relevant to TP objectives, using credible M&E and evidence from TP implementation, and providing capacity building to the community stakeholder and project partners.


She/he plays a key role in providing coaching and mentoring to community groups and volunteers which is reflection to the ownership of community over the CWB development. The CDF is required to lead and facilitate the technical program implementation at community level, in addition to community mobilization and community empowerment to build community ownership and sustainability. Key program focus will include Child Protection/strengthened family relationships – Increase in children who have positive self-value and peaceful relationships through Community Engagement (CE), HEA, Advocacy, Disaster Risk Reduction (DRR), Climate Change, Gender, Disability, and Child Protection and Participation (CPP), being able to implement and contribute to the sustained wellbeing of children.

 

Key Objectives of Job: The position is accountable for the following: 

  • Uphold WVI Vision, Mission, Identify and Core Values while working as an agent of transformation for Child Wellbeing (CWB).
  • Community Engagement - facilitate community mobilization and conscientization to transform the lives of the community people especially the most vulnerable children and their families (Most Vulnerable Children and Most Vulnerable Families). 
  • Technical Program (TP) implementation – work with TPC to implement all TP activities at community level and based on learning, adjust targeting to address local child vulnerability issues and ensure the effectiveness of TP implementation in achieving CWB outcomes.
  • Effective Partnership – identify, assess and build capacity to local partners to ensure the effectiveness of shared projects for CWB.
  • Capacity building and ownership of community partners – provide capacity building to community partners include coaching and mentoring to ensure they are capable to initiate, plan, implement and monitor the projects.
  • Monitoring and Evaluation – use monitoring tools based on Log frame, in collaboration with local partners, and provide data on a monthly basis to measure impact of actions.
  • Represent WVI-L in operating area, strengthening the visibility of our commitment to Child-Wellbeing.

 

Purpose 

To facilitate and implement World Vision International – Lao PDR (WVI-L)’s Technical Program at district level, using the WVI-L development program approach to enhance community participation, ownership and sustainability of projects for the wellbeing of children, families and communities.

 

Major responsibilities

 

TP Implementation

  • Support the area team to make appropriate AP planning that reflects community identified priorities for child well-being in the area.
  • Implement the technical project log-frame within the agreed design, budget and timeframe.
  • Work with TPC and TPM to identify and mitigate risks/issues to ensure quality implementation of technical project models.
  • Lead reflection and learning of technical project model implementation for ongoing feedback and improvement with key project partners and stakeholders.
  • Analyze the Most Vulnerable Children as per criteria and include them in TP project model implementation.
  • Facilitate to implementation of integrated outcome activities (cross cutting issues, campaigns, C-Change, Community Voice and Action (CVA))

 

Community Mobilisation /Building Relationship:

  • Support local level partners to identify needs and their underlying causes; and recognize local assets and resources which could support them in meeting these needs, mobilise these in program implementation
  • Community mobilization and conscientization to transform the lives of the community people especially the most vulnerable children and their families (Most Vulnerable Children (MVC) and Most Vulnerable Families (MVF)).
  • Identify and map the existing groups within target villages, and lead to develop the mapping of strategic partners.
  • Facilitate local level potential partners to develop their own vision for child well-being and identify vulnerable groups, in an inclusive way.
  • Ensure strategic partners are able to lead and implement development in alignment with programming focus and World Vision approaches. 
  • Work with community partners and community people to set up the safe place/child clubs for children.
  • Facilitate for conducting capacity self-assessment to the community partners.
  • Provide capacity building to the community partners on programming focus and accordance to the training needs.

 

Monitoring & Reporting:

  • Coordinate with TPC and TPM to document and share experiences and lessons learnt with evidences/data shared internally and externally.
  • Build capacity of partners in collaboration with technical teams to ensure partners are able to effectively collect monitoring data.
  • Collect, organize and report the data according to the monitoring standards.
  • Responsible for monitoring the Most Vulnerable Children and Most Vulnerable Families within TP activity and share data with related sectors.
  • Suggest recommendations using evidence and develop action plan to improve programming.
  • Work with TPC and TPM to develop and update annual, semi-annual and monthly budget and detail implementation plan.
  • Develop significant change stories and share with Communication and AP reports

 

Networking and local advocacy 

  • Work with TPM on Representing WVI- L at District department offices, promote collaborative relationship for successful implementation of development programs.
  • Support children and community representatives to participate in DIMC/ PIMC meetings to raise their issues and seek support from local government structures.
  • Actively network with other stakeholders, and facilitate the communities to network, for advocacy, resource mobilization and project implementation
  • Initiate and advocate with district and provincial level for integration of project activities into local government plan (CIP/ DIP), through both Community Change (C-Change) Action plans and Community Voice and Action (CVA) approach

 

Team work and Integration  

  • Actively support the assessment and design processes and collaborate with Technical Specialist and M&E in project planning, implementation, monitoring and reporting processes relevant to assigned area, that support TD and are aligned with LEAP3
  • Undergo technical training programs and meet the post training requirements. 
  • Engage in own personal learning and development, openness for spiritual learning and contribute to the development of colleagues.
  • Contribute to ongoing reflection and learning within the team to improve program performance.

 

Qualification

  • Bachelor Degree in Community and Rural Development, Social Development Studies or Technical program related field such as health, agriculture or education.
  • Experience in implementing technical project in Integrated Nutrition, Education WASH and Child Protection
  • Minimum 2-3 years of appropriate professional experience in capacity building and community mobilization.
  • New graduated students of AP ethnicity are also encouraged to apply.
  • Good interpersonal skills and Communication
  • Competent in written English and communication
  • Competency in AP local language desirable
  • Demonstrate in strong advocacy, negotiation and facilitation skills
  • Computer literate, Ms Word, power point and Excel
  • Bachelor Degree in Community and Rural Development, Social Development Studies or Technical program related field such as health, agriculture or education.
  • Experience in project implementation and Design Monitoring and Evaluation.
  • Experience managing project across a large geographic area within district.
  • Experience in implementing Health, Nutrition and Education related advocacy campaigns and community activities
  • Experience in working on behavioral change and communications.
  • Experience with organizing trainings, providing coaching and mentoring
  • Experience building and maintaining relationships with local government and NGO partners and stakeholders.
  • Experience in handling training and workshops for groups and communities (including coaching and mentoring).
  • Experience in mobilizing resources and people to be ownership on children participation and development

 

Work Environment

  • The position is based in AP office with travel to all target villages in AP.
  • Riding a motorbike is required during fieldwork, a valid license is essential
  • Willingness to stay overnight in programme areas.
  • Willingness to work evenings and weekends, in line with when community partners are available to meet for project activities.
