BACKGROUNG AND PROPOSE OF THE ASSIGNMENT: 

 

Under the Country Strategic Plan (2022–2026), WFP is implementing School Meals, nutrition-sensitive agriculture, climate resilience building, and emergency response, using both in-kind food and Cash-Based Transfers (CBT), along with capacity strengthening for government and communities. The position of the Programme Policy Officer – Identity Management/SCOPE plays a vital role in supporting the establishment of Identity Management (IDM) solutions and SCOPE interventions across all Strategic Outcomes (SOs), ensuring efficient, transparent, and accountable delivery of assistance. 

 

ACCOUNTABILITIES/RESPONSIBILITIES: 

 

In line with the corporate measures in preventing fraud and duplication, strengthening assurance systems, and managing risks is critical for WFP’s operational efficiency and accountability. The Programme Policy Officer provides leadership for the country office on developing and strengthening Identity Management (IDM) systems to support the digital payments and mobile transfers and enhance the targeting to reach the most venerable households in particular women, breastfeeding women, people with disabilities and the marginalized groups. 

 

  • Lead and collaborate on Identity Management (IDM) with IT Unit, Programme, RAM, and other units in identifying and developing IDM solutions and SCOPE interventions for both in-kind, CBT and CS operations across the Strategic Objectives. 
  • Oversee beneficiary data management in line with WFP’s CBT Assurance Framework. 
  • Act as the SCOPE focal point and support SCOPE-based registration and management across SOs. 
  • Develop and update SOPs and technical guidance based on WFP IDM standards, including supervision of reconciliations with Financial Service Providers. 
  • Support the CBT officer related to IDM and SCOPE interventions in the CBT operations including the beneficiary registration and distribution processes, and coordination with the financial service providers and stakeholders. 
  • Coordinate and liaise with WFP Headquarters and the Regional Bureau (APARO) to seek technical guidance and support, and to ensure compliance with corporate standards on IDM solutions and SCOPE interventions.  
  • Lead the piloting and implementation of identified IDM solutions in close coordination with Programme, RAM, and other relevant units. 
  • Provide direct technical support and guidance on IDM solutions, standard operating procedures, best practices, IDM services, and SCOPE interventions. 
  • Work with Strategic Outcome (SO) focal points to track progress and achievements in data entry, quality checks, and verification to ensure accuracy and consistency in the IDM system and SCOPE interventions. 
  • Coordinate and liaise with government counterparts and development partners to ensure effective collaboration, synergy, and alignment to the national systems i.e. the national social registries/ID systems. 
  • Support capacity strengthening of Field Offices, programme teams, cooperating partners, and government officials on IDM solutions and SCOPE interventions, as required. 
  • Represent in internal and external meetings or workshops including the Cash Technical Working Group, MEB discussion/updates and others as needed. 
  • Perform other tasks as required. 

 

    

QUALIFICATIONS & EXPERIENCE REQUIRED: 

 

EDUCATION: 

  • Master degree in relevant field such as rural development, economics, statistics, ICT and etc...
  •  

EXPERIENCE: 

  • Minimum of 3 years professional experiences of relevant work in rural development and 6 years of professional experiences for bachelor degree. 
  • Experience with international organizations or UN agencies 
  • Experience working with IDM system establishment and management, cash and/or voucher-based programming in an emergency/post-emergency environment, nutrition-sensitive agriculture, smallholder farmer programmes, climate risk analysis, and agriculture value chains is a strong asset 

 

KNOWLEDGE & SKILLS: 

  • Solid understanding of IDM system establishment, data management, data processing and analysis, etc. 
  • Capacity to work in multidisciplinary teams  
  • Strong writing, presentation, and facilitation skills 
  • Familiarity with WFP’s programme cycle, Country Strategic Plans, and Monitoring & Evaluation is desirable
