Position Title: Senior Recruitment Officer
Report to: Senior Strategic Organization Development Supervisor
Location: PTLH Office, Vientiane Capital
Business group: PTL Holding

Job Purpose
Senior Recruitment Officer to oversee and manage the recruitment activities for PTL Holding and support its subsidiaries. This role involves managing the end-to-end recruitment cycle, building strong talent pipelines, and supporting the Strategic Organizational Development Department in workforce planning and employer branding initiatives.

Duties and Responsibilities
• Manage the full recruitment lifecycle from job posting to onboarding.
• Collaborate with department heads to identify staffing needs and develop job descriptions.
• Design and implement effective sourcing strategies using job boards, social media, networking, and direct outreach.
• Screen, interview, and evaluate candidates to ensure they meet role requirements and fit the organizational culture.
• Maintain and update the applicant tracking system and provide regular reports on recruitment metrics.
• Build and maintain talent pipelines for future hiring needs.
• Support diversity, equity, and inclusion efforts in recruitment.
• Conduct reference checks and background verifications.
• Develop and maintain strong relationships with universities, recruitment agencies, and professional networks.
• Oversee the complete recruitment cycle for PTL Holding and all subsidiaries, from job requisition to onboarding.
• Source, screen, interview, and present top candidates to hiring managers.
• Manage relationships with external recruitment agencies and job boards to widen the candidate pool.

Position Requirements:
• Bachelor’s degree in Human Resources, Business Administration or a related field.
• Minimum of 3–5 years of experience in full-cycle recruitment.
• Strong understanding of recruitment best practices, labor laws, and compliance standards.
• Excellent interviewing, screening, and candidate assessment skills.
• Exceptional communication and interpersonal skills with the ability to collaborate across departments.
• High level of organizational skills and attention to detail with the ability to manage multiple roles and priorities.
• Ability to develop and maintain talent pipelines for both immediate and future hiring needs.
• Data-driven mindset with experience tracking recruitment metrics and generating reports.
• Previous experience recruiting for multiple business units or subsidiaries.
• Good command of Lao and English.
