Location:
Home-based (occasional consultations in Vientiane Capital)

August–October 2025 (approx. 25–30 working days)

Project Background
The JuSTICE Project, funded by the Agence Française de Développement (AFD) and implemented by the Ministry of Justice (MoJ) of Lao PDR, aims to strengthen the capacity of key justice institutions, including the National Institute of Justice (NIJ), People’s Supreme Court (PSC), Office of the Supreme People’s Prosecutor (OSPP), and Lao Bar Association (LBA). Scope of Work
- Develop a standardised analysis grid for legal textbook assessment;
- Review selected textbooks and manuals used by judicial training institutions;
- Conduct targeted interviews with trainers or stakeholders if necessary
- Deliver:
- Individual assessment reports for each manual (approx. 3–5 pages each)
- Synthesis report (approx. 20 pages) consolidating findings and recommendations
All deliverables must be submitted in Lao and English, including executive summaries.
Qualifications and Experience Required
- Advanced degree in law (Master’s required; PhD desirable)
- At least 7 years of professional experience in legal education, judicial training, or textbook evaluation
- Strong analytical, drafting and organisational skills
- Familiarity with adult learning methodologies and problem-based learning
- Proficiency in Lao and English

The consultant(s) shall submit a concept note, including in particular: (1) A Technical Proposal (proposed approach and methodology, suggested schedule); (2) A Financial Proposal. The financial proposal must be an all-inclusive package of expertise covering all fees, per diem, travel, computer equipment, communication, etc.
