This notice of invitation is launched by and according to the procedures of LuxDev, Luxembourg agency for development and Cooperation, on behalf of programme LAO/035 receiving financial support from the governments of the Lao PDR and of the Grand Duchy of Luxembourg.

b. Source of financing: The government of Lao PDR and the government of the Grand Duchy of Luxembourg as set out in the programme’s bilateral agreement dated 05.12.2022.

2. Identification of the Contract

b. Object: Procurement of IT equipment for EMR rollout in Xahakham district hospital, the Gnomallath district hospital, the Khammouane provincial hospital and nursing schools in Vientiane and Khammouane provinces

e. Grouping of lots: possible; Tenderer can apply for one or more lots. The same tenderer may submit an offer for one or two lots and be awarded one or more lots. To be awarded two lots, a tenderer must cumulatively satisfy the evaluation criteria.

3. Eligibility and evaluation criteria

a. Origin: No restriction

b. Eligibility: Economic operators satisfying the criteria included in the statement of good standing and in the ethics clauses of the general regulations.

c. Evaluation: The award will be made lot by lot to the lowest administratively and substantially technically compliant tender, but according to the most advantageous combination for the programme.

A single or two lots may be awarded to the same company, if the company cumulatively meets the evaluation criteria, i.e. the administrative and technical criteria.

d. Variants: No variants will be considered

4. Location and timeframe

a. Location of the programme: Vientiane Capital, Lao PDR

b. Terms and place of delivery: Delivered duty paid (DDP) to LAO/035 Program office in Vientiane Capital, Gnomallat District Hospital, Xanakham District Hospital, Khammouane Provincial Hospital, Khammoune Nursing School and Vientiane Province Nursing School.

c. Performance period of the contract: 4 months

d. Validity period of tenders: 120 days from the time limit for receipt of tenders

9. Payments

All eligible payments which are part of this contract will be processed by Lux-Development on behalf of programme LAO/035.

10. Information meeting and/or site visit

A non-mandatory information meeting (online or in person) will take place on 07.07.2025 at Programme LAO/035 office at 4th floor, Lao – Italian Building, Fa Ngum Road, Phiawat Village, Sisattanak District Vientiane Capital, Lao PDR at 09h30 pm (local time)

11. Complementary or additional services

This contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the contract. When several successive amendments are made, this limit applies to the value of each amendment.
