We are currently seeking for Project Procurement Specialist (1 Position) based in Vientiane.

Key responsibilities:

• Responsible for organizing and participating in the selection and management of suppliers in local country, building long-term and stable partnership with suppliers according to company’s procurement strategies, keep consistent supply, reduce the synthetically cost of procurement and obtain competitive advantage in procurement area；
• Responsible for huge volume of key project purchasing program；
• Analyze procurement demand in the market, achieve objectives of procurement cost control and lower general cost of procurement；
• Gather and analyze industrial markets, clients, research and development information according to the category of services and materials, for the sourcing potential suppliers to ensure validity of procurement strategies；
• Identify risks from the on-changing global procurement environment, set up and implement anti-risk system, to keep supply consistently；
• Institutionalize the Supplier Performance Evaluation System to ensure continuous improvement programs are developed with all key suppliers；
• Organize periodically communications session with suppliers according to the categorization management and to build good relationship with suppliers.

Requirements:

• Bachelor’s degree in Telecommunications, Engineering, Business Management or International Trade
• Experience in resource selection and purchasing, managing vendors and suppliers
• Minimum 5 years of procurement or telecom engineering experience
• Excellent team spirit with good communications and interpersonal skills.
• Efficient, Energetic, Independent and able to work well in a fast-paced changing environment.
• Good spoken and written in English, while proficiency in Mandarin will be an added advantage.
