This notice of invitation is launched by and according to the procedures of LuxDev, Luxembourg agency for development and Cooperation, on behalf of programme LAO/035 receiving financial support from the governments of the Lao PDR and of the Grand Duchy of Luxembourg.

e. Grouping of lots: possible; tenderer can apply for one or more lots. The same tenderer may submit an offer for one or more lots and be awarded one or more lots.  To be awarded several lots, a bidder must cumulatively satisfy the evaluation criteria.

3. Eligibility and evaluation criteria

a. Origin: No restriction

b. Eligibility: Economic operators satisfying the criteria included in the statement of good standing and in the ethics clauses of the general regulations.

c. Evaluation: the award will be made lot by lot to the most economically advantageous tender on the basis of price, but according to the most advantageous combination for the program. The contracting authority reserves the right to award lots or groups of lots that can be combined to be awarded to the same tenderer, if they are more technically and economically advantageous for the project. 

A single or several lots may be awarded to the same company, if the company cumulatively meets the evaluation criteria, i.e. the administrative and technical criteria

9. Payments

All eligible payments which are part of this contract will be processed by Lux-Development on behalf of programme LAO/035.

10. Information meeting and/or site visit

A non-mandatory information meeting (online or in person) will take place on 30.05.2025 at Programme LAO/035 office at 4th floor, Lao – Italian Building, Fa Ngum road, Phiawat Village, Sisattanak District Vientiane Capital, Lao PDR at 09h30 (Laos’s  local time).   

11. Complementary or additional services

This contract does not include any complementary or additional acquisition of goods. In the event where complementary or additional acquisition of goods would be required (initially not included), its value will be limited to a maximum of 50% of the initial value of the contract. When several successive amendments are made, this limit applies to the value of each amendment.

12. Additional information

Negotiation is allowed under this tender procedure. The evaluation committee may, if it deems necessary, enter into negotiations with (i) the sole tenderer that has submitted an offer, or (ii) the tenderer that, under the terms of the TD, has submitted the highest ranked offer, or (iii) tenderers that have submitted tenders which are substantially compliant and economically most advantageous provided that there are no fully compliant and economically advantageous offers, and without fundamentally amending the initial provisions of the contract and in accordance with the principle of treating economic operators on equal terms. 

If no technically substantially compliant offer is received for a lot, the contracting authority reserves the right to modify the list of items in this lot.
