Overview 

The HALO Trust is an international landmine and UXO clearance charity. We work in Lao PDR conducting survey and clearance of Unexploded Ordnance (UXO), employing over 1,400 staff based in Sepon, Savannakhet Province, with a small administrative office in Vientiane. 

 

The HALO Trust team in Sepon works a monthly cycle, with an average of 22-23 days worked at the start of the month, with the remainder of the month as ‘standdown’ (rest days). HALO works a short cycle during April with an extended break for public holidays.   More information on us can be found here www.halotrust.org. 

 

Role Summary

HR Assistant Officer is responsible for managing the personnel employed by HALO. They are to monitor leave/absences, check that all employees are following HALO policy, and ensure that HALO is compliant with Lao Labour law.

They are to lead by example and support other staff in the programme. As a member of HALO staff, they will work closely with others and provide an example of HALO’s good working practice, always working hard to ensure the job is done.

Qualifications


  • Bachelor’s degree in human resources, Computer Sciences, Information Technology, Business Administration, or a related field. 
  • Proven experience in HR management, preferably in a humanitarian or non-profit organization. 
  • Strong knowledge of HR practices and labor laws; knowledge of social security laws and policies is a plus. 
  • Minimum of 3 years of experience in a similar position. 
  • Excellent interpersonal and communication skills. 
  • Ability to handle sensitive and confidential information with discretion. 
  • Strong organizational and time management skills. 
  • Proficiency in HR software and Microsoft Office Suite. 
  • Good written and spoken English. 
  • Local candidates with knowledge of the local language in Savannakhet would be a plus.

 

Responsibilities

 

  • Accurately maintain a staff database and a personnel filing system.
  • Prepare monthly staff insurance reports for the HR & Safeguarding Manager. 
  • Draft relevant documents for the line manager to review and authorize.
  • Develop, update, and enforce HR policies and procedures in compliance with local labor laws and organizational standards. 
  • Prepare and submit HR reports and documentation as required. 
  • Identify training needs and develop training programs to enhance employee skills and knowledge, referring to HALO regulations and mission. 
  • Provide guidance to employees on benefits and compensation-related matters. 
  • Regularly update and post accurate contact lists for HQ staff and senior field staff. 
  • Coordinate field staff and resolve relevant issues in Survey 123 as needed. 
  • Perform data entry to assist the team with daily tasks. 
  • Work closely with the Operations department, providing support and updates on any changes. 
  • Administer random drug tests for HQ and field staff when necessary. 
  • Update the working calendar and follow up on leave requests and staff attendance. 
  • Conduct recruitment, preparing notices, organising interviews, etc.
  • Write offer letters and draft contracts for the line manager to review and authorise.
  • Coordinate the district SSO, provincial SSO and consults the SSO policy to HALO staff when necessary. 
  • Responsible the field staff when they lose their cards
  • Draft an official letter to inform DOFA/DLSW when is needed. 
  • Data entry on the OT/bonus/backpay to ensure the information is accurate. 
  • and post accurate contact record for all staff in HR database.
  • Ensure each member of staff has and adheres to a valid contract.
  • Maintain a record of all HALO policies and ensure staff abide by these policies, notifying HR team of any problems. Ensure policies are publically posted in the office.
  • Understand Lao Labour Law and ensure HALO is compliant at all times, keeping up-to-date with changes.


Leave

  • Monitor all leave requests and ensure they are correctly authorized.
  • Maintain attendance record for HQ staff.
  • Collect monthly attendance records for operations staff and Vientiane staff.
  • Maintain database of staff leave allocation and usage, inform HR Officer of discrepancies. 

 

Finance

  • Coordinate with the Finance to have teamwork as basis. 
  • Regular check the salary update, amendment letter for promotion/demotion of staff.
