Lao Translator for the Climate Impact Checkup Tool

HCWH-SEA is responsible for participating in the implementation of assessments of GHG emissions and infrastructure quality at health facilities that are vulnerable to climate change. The GHG emissions assessment will be conducted using a tool created and tested by HCWH, which estimates health system emissions from infrastructure and the supply chain. The assessment will inform and support local and national-level policy and action planning for a low-carbon health system.  Emissions assessment results will also inform the development of GHG emissions reduction and energy-saving targets for all 79 facilities by enabling the project to prioritize the upgrades that will reduce health facility emissions. The project will share the results of its GHG emissions assessment with key people (for example, other development donors and implementing partners). This project will contribute to the Government of Lao’s ongoing effort to develop a national carbon mitigation plan, in line with their COP26 commitment to developing a sustainable, low-carbon health system by 2030.

In line with the above mentioned goals, HCWH SEA seeks to localize the Climate Impact Check up tool to assist and become useful for health facilities in Lao to calculate and track their GHG emissions and identify mitigation opportunities

II. Objectives


Through the Climate Impact Check-up Tool, facilities and health systems can assess and categorize their emissions so that appropriate mitigation plans can be developed. As part of popularizing the tool, HCHW has published a three-part document guide for its member facilities. The guide document is segmented into three parts: 1. How to use Climate Impact Checkup 2. How to Create an Action Plan 3. Development of Health Care Without Harm’s Climate Impact Checkup. 


From this perspective, the undertaking aims to localize/translate the Climate Impact Check-up Tool, including its two-part guidance documents  (Part 1: document guide tool, Part 2. How to use Climate Impact Checkup) to ensure its effectiveness, which is central to the delivery of the project’s overall objectives. 

III. Responsibilities of HCWH


Within this context, Health Care Without Harm Southeast Asia shall:


  1. Provide all the necessary support to the translator in terms of information, data and source materials, whether in print or electronic form, needed to complete the deliverables;

  2. Communicate/coordinate regularly with the translator regarding the status/progress on the preparations and other concerns for the works under GGHH;

  3. Provide the budget support incurred during the conduct of the project in accordance with the agreed project budget.

IV. Scope of Work


The translator will work under the supervision of the Health Care Without Harm’s Climate and Sustainability Data Scientist, Health Care Without Harm SEA’s Regional Climate and Health Manager, with the support of the Regional Engagement Manager, and Communications Manager, and in coordination with the Project Team. The translator will assume the following roles and responsibilities:


  1. The service provider is expected to understand the context and content of the Climate Check-up Tool. To ensure the accuracy and appropriateness of the translation, the service provider should conduct necessary research on the terminologies used in the document.

  2. The service provider will translate the Climate Impact Check up Tool Excel version for healthcare facilities, and systems, including the two-part guidance documents (Part 1 document guide tool, Part 2. How to use Climate Impact Checkup), from English to Laotian

  3. The service provider will assist in localizing the content, address cultural differences, and convert the elements that were used in the data presentation, such as units of measure and currencies, to the local needs/language.

VI. Project Timetable

The project duration will be three (3) weeks.
