Health Care Without Harm Southeast Asia (HCWH SEA) took root in 2003, committing to improving healthcare systems in the region. HCWH SEA's mission is to champion people's right to health and a healthy environment, leading healthcare sector transformation in the region towards climate resilience, decarbonization, and sustainability. We work with partners and allies, including health ministries, non-government and civil society organizations, healthcare facilities, and health professionals, to pilot and innovate and advocate for sustainable healthcare solutions. HCWH SEA currently focuses on three core programs: Climate and Health, Global Green and Healthy Hospitals, and Sustainability in Healthcare. The team is actively initiating projects in various countries in the region, such as Indonesia, Laos, Singapore, Taiwan, Thailand, the Philippines, and Vietnam.


About the Project 

The Lao PDR, in collaboration with Save the Children Australia, shall implement a project under the Green Climate Fund's (GCF). The project aims to enhance the resilience of the Lao PDR health system to climate change by addressing vulnerabilities in healthcare infrastructure, disease surveillance, and community preparedness. The project is a critical step toward strengthening Lao PDR’s health system against climate change. By integrating governance improvements, infrastructure upgrades, enhanced data analytics, and community engagement, it aims to create a sustainable, climate-resilient healthcare system across the country. The framework developed can serve as a model for further national and regional expansion, ensuring a more robust response to climate-induced health risks.

HCWH SEA is responsible for participating in the implementation of Activity 3.2.1, which involves conducting assessments of GHG emissions and infrastructure quality at health facilities that are vulnerable to climate change. The GHG emissions assessment will be conducted using a tool created and tested by HCWH SEA, which estimates health system emissions from infrastructure and the supply chain. The assessment will inform and support local and national-level policy and action planning for a low-carbon health system.  Emissions assessment results will also inform the development of GHG emissions reduction and energy-saving targets for all 79 facilities by enabling the project to prioritize the upgrades that will reduce health facility emissions. The project will share the results of its GHG emissions assessment with key people (for example, other development donors and implementing partners). These people are already spending money on improving MoH systems, processes, and storage facilities so that they can help plan more activities to cut down on GHG emissions. This project will contribute to the Government of Lao’s ongoing effort to develop a national carbon mitigation plan, in line with their COP26 commitment to developing a sustainable, low-carbon health system by 2030.

About the Role

Health Care Without Harm Southeast Asia (HCWH SEA) is searching for a Mitigation Associate to join our dedicated team for the Lao Climate and Health Project. Reporting directly to the Mitigation Coordinator, the Mitigation Associate  will work with various healthcare stakeholders in Lao, as well as the project  partners outside of Lao.

The key responsibilities of the Mitigation Associate  are the following:

  • Work closely and provide support to the mitigation coordinator in all technical and logistical needs, including documentation, filing, logistics, local travel, liaising, and networking 

  • Assist in coordinating with partner hospitals, MOH and local  project teams  to ensure smooth implementation of the project. 

  • Support in checking the accuracy of the translation of materials from English to Laotian

  • Support in the documentation of project activities. 

  • Provide assistance in the conduct of the training activities,  data collection, and validations 

  • Assist the pre-and post training assessments.

  • Help in the report development and dissemination.

  • Fulfill other tasks and functions as requested by the Mitigation Coordinator


Qualifications

  • At least a Bachelor's degree holder in Environmental science/ management/ engineering, Sustainability, and other related fields.

  • Minimum  3 years of experience in projects/ programs engagement. 

  • Proven familiarity with national and local climate change laws and initiatives in Lao PDR.

  • Proven knowledge of climate change and sustainable development in local government. 

  • Fluent in  written and oral communication both in English and in Laotian,

  • Excellent interpersonal, and public speaking skills to engage diverse stakeholders

  • Strong cultural competency and ability to work effectively in a diverse environment

  • With Lao PDR Nationality.
