Health Care Without Harm Southeast Asia (HCWH SEA) took root in 2003, committing to improving healthcare systems in the region. HCWH SEA's mission is to champion people's right to health and a healthy environment, leading healthcare sector transformation in the region towards climate resilience, decarbonization, and sustainability. We work with partners and allies, including health ministries, non-government and civil society organizations, healthcare facilities, and health professionals, to pilot and innovate and advocate for sustainable healthcare solutions. HCWH SEA currently focuses on three core programs: Climate and Health, Global Green and Healthy Hospitals, and Sustainability in Healthcare. The team is actively initiating projects in various countries in the region, such as Indonesia, Laos, Singapore, Taiwan, Thailand, the Philippines, and Vietnam.

About the Project

The Lao PDR, in collaboration with Save the Children Australia, shall implement a project under the Green Climate Fund's (GCF). The project aims to enhance the resilience of the Lao PDR health system to climate change by addressing vulnerabilities in healthcare infrastructure, disease surveillance, and community preparedness. The project is a critical step toward strengthening Lao PDR’s health system against climate change. By integrating governance improvements, infrastructure upgrades, enhanced data analytics, and community engagement; it aims to create a sustainable, climate-resilient healthcare system across the country. The framework developed can serve as a model for further national and regional expansion, ensuring a more robust response to climate-induced health risks.

HCWH-SEA is responsible for participating in the implementation of assessments of GHG emissions and infrastructure quality at health facilities that are vulnerable to climate change. The GHG emissions assessment will be conducted using a tool created and tested by HCWH, which estimates health system emissions from infrastructure and the supply chain. The assessment will inform and support local and national-level policy and action planning for a low-carbon health system.  Emissions assessment results will also inform the development of GHG emissions reduction and energy-saving targets for all 79 facilities by enabling the project to prioritize the upgrades that will reduce health facility emissions. The project will share the results of its GHG emissions assessment with key people (for example, other development donors and implementing partners). This project will contribute to the Government of Lao’s ongoing effort to develop a national carbon mitigation plan, in line with their COP26 commitment to developing a sustainable, low-carbon health system by 2030.

About the Role

Health Care Without Harm Southeast Asia (HCWH SEA) is searching for a Mitigation Coordinator to join our dedicated team. Reporting directly to the Regional Climate and Health Manager, the Mitigation Coordinator will work with various healthcare stakeholders in Laos, as well as our partners, such as Save The Children Laos.


The key responsibilities of the Mitigation Coordinator are the following:

  • Develop field activity plan with timeline on the basis of overall project implementation plan

  • Manage day-to-day project activities, including coordination with stakeholders, facilitating project implementation plan, among others in Laos.

  • Facilitate communication and alignment of activities  between the core team, ministry of health, other government agencies,; and other stakeholders.

  • Monitor changes in legislation, policies, procedures, standards, and industry practices; provide recommendations regarding consequential  changes/adjustments to internal practices that may be required.

  • Facilitate or coordinate logistical requirements needed by the team and/or relevant stakeholders

  • Support the development of training materials and workshops.

  • Assist with data management and quality control procedures.

  • Ensure that translations from English to Laotian are accurate

  • Represent HCWH-SEA in meetings and events related to the project.

  • Support the report writing and knowledge dissemination activities.

  • Perform other duties related to the project and the overall strategic plan of HCWH-SEA as assigned by the Program Manager.

Qualifications

  • At least a bachelor's degree holder in environmental science, engineering, healthcare, sustainability, a minimum of 5 years of experience in managing health, environment, climate mitigation, adaptation projects 

  • Highly skilled in GHG emission reduction, climate change adaptation, sustainable development, and environmental policies

  • Prior experience working in Southeast Asia with the ability to build strong relationships and partnerships with government agencies, NGOs, and the private sector

  • Proven familiarity with national and local climate change laws and initiatives in Laos

  • Proven knowledge of climate change and sustainable development in local government. 

  • Proficient in research and analysis, including summarizing findings and making recommendations.  

  • Fluent in  written and oral communication in English and in Laotian

  • Strong cultural competency and ability to work effectively in a diverse environment

  • Nationality must be from Lao PDR.
