The role

We are currently looking for Supply Chain Officer based in Vientiane Capital 


Role Purpose

Supply Chain officer is responsible for coordination and support of all program-related supply chain for Save the Children Lao PDR Country Office and Field Offices. S/he is responsible for supporting and maintaining effective and efficient supply-chain policies and procedures, consistent with SCI standard operating procedures (SOPs), international standards, national laws, and donor rules. 


SC Officer will be to support all supply chain aspects of SCI procurements, asset, transportation and fleet managements.


S/he is also responsible for supply chain in emergency preparedness and humanitarian relief, including fast-track warehousing and stock management where applicable.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


KEY AREA OF ACCOUNTABILITY

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.


Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.


Coordination / Representation 

  • Establishes and maintains excellent working relationships with all SCI Lao staff members.
  • Establishes and maintains excellent working relationships with all partners.
  • Liaise closely with supply chain staffs at country office and field offices to support Save the Children initiatives regarding supply-chain systems.

 

Technical Management 

a. Procurement 

  • Support to organize all procurement processes in ProSave include receiving procurement requisitions, working with requesters/business owner, and SCI procurement committee through competitive, transparency process, fair evaluation, and in full compliance with Save the Children rules and donor requirements in to select vendors, issuing Purchase Orders/Contracts, following up to get/complete all goods and services by delivery lead-time, and processing all payments in ProSave within payment term agreed. 
  • Coordinate with CO supply chain lead to review/update sourcing pipe and conduct sourcing for formal quotation and Framework Agreement with vendors in different categories.  
  • Update procurement team for any market prices updates and trends.  
  • Carry out other related procurement tasks assigned by line manager.

 

b. Fleet management 

  • Support CO and FO fleet management through ProFleet including Fleet Data Validation to calculate cost of vehicle usages. 
  • Make sure proper record of all SCI vehicles with relevant information, and make sure all log-sheets have been used for all vehicles including rental vehicle and motorbikes 
  • Make sure all required copies of papers and related vehicle documentation, and other safety equipment are available at vehicle at all times.
  • Conduct vehicle check process have been conducted in all FOs and CO, and random check have been conducted. 
  • Weekly and monthly check vehicle document tracker, and work on renew process to get all nearly expired documents including annual vehicle registration, insurance, and road tax…etc., 
  • Carry out other related fleet management tasks assigned by line manager.

 

c. Assets / Inventory

  • Support CO asset management to maintain asset and inventory registers on a regular basis ensuring all additions, transfers and disposals are recorded. 
  • Coordinate with focal asset focal persons/Conduct regular spot check, monthly check, quarterly heck and annually reifications checks to verify numbers, conditions, and locations of assets.
  • Report in timely manner on loss and damages of asset.

 

d. Warehousing and Distribution

  • Maintain effective and efficient use of SCI storages.
  • Make sure proper record of In-Out of items, equipment and other stationaries. 
  • Coordinate with programs/procurement requesters to make sure distribution plan are available to avoid storages materials store in limited storage spaces. 
  • Report in a timely manner on damages and loss of goods and develop procedures to minimize future loss.


Emergency Preparedness & Response

In addition to the above:

  • Implementation of emergency response policies & procedures, fast-tracking systems, ensuring clear documentation & communication of these. 
  • Support in Conducting market survey to identify potential suppliers are in place for supplies, transport, warehousing.
  • Support Emergency Preparedness and Response staff in the supply chain aspects of emergency-preparedness planning and in response

 

Report Preparation

  • Support supply chain team in updating related supply chain records, trackers and preparations for monthly, quarterly, and annual reports. 

 

Qualifications

  • Minimum bachelor’s degree in administrative management or related discipline 
  • Certificates related to Logistics, Supply Chain are a plus

 

Experience and Skills 

  • Minimum two years of experience in supply chain management including procurement, transportation and distribution, warehouse management, and stock management;
  • Two years of experience working with international NGOs, international business company or similar;
  • Experience working with local commodities transporters, including the negotiating of competitive transportation rates;
  • Knowledge of international standards related to logistics and procurement;
  • Good English language communication skills (both oral and written);
  • Expertise using Microsoft Word, Microsoft Excel, and internet applications;
  • Ability to work in high stress situations such as emergency response.

 

Contract length: Fixed term
