Under the overall supervision of the Head of Office (HoO), the incumbent will coordinate the implementation of the MAPP project.

The MAPP Project forms part of a joint response to strengthen the capacities and resources of Governments in Asia to manage the complex migration flows in the region, particularly migrants in vulnerable and crises situations, through enhanced structures, policies, processes, safe and legal migration pathways, and effective partnerships at the national, sub-regional, and regional level.

The MAPP Project in Lao PDR encompasses two elements; capacity building in the area of psychosocial support and regional cooperation to bring a wider range of perspectives to discourse and action surrounding assistance to migrants in vulnerable situations.

To support this regional initiative, the Senior Project Assistant will be responsible for the following:

  1. Work closely with key government ministries’ and other stakeholders’ counterparts, including the Ministry of Labour and Social Welfare’s Department of Social Welfare (DSW) in providing guidance and assistance to the Master Trainers. Act as IOM focal point in day-to-day interaction with the DSW and coordination of activities.
  2. Prepare logistics to organize workshops, training and meetings including the review and validation of training curriculum and capacity building workshop.
  3. Support the development of terms of reference and concept notes for engaging trainers and participants for training of trainers’ (ToTs) workshops.
  4. Assist the project team and Master Trainers to ensure timely and high quality implementation of the psychosocial rollout trainings.
  5. Facilitate the development, collection and analysis of surveys for measuring the impact of trainings and project interventions.
  6. Assist in preparing the administrative documents and facilitate timely payment and disbursement of funds to any group or entities approved by the Head of Office; Conduct follow-up clearance of advance cash payments.
  7. Assist in facilitating informal Lao/English translation, printing and dissemination of the final curriculum and other relevant training materials.
  8. Coordinate project implementation and donor reporting.
  9. Monitor project budget and verify that all financial activity is carried out in accordance with annual budget allocations, IOM policy, and donor guidelines.
  10. Facilitate communication and information exchange, provide inputs and contribute to inter-agency working group initiatives, such as the Human Trafficking Working Group, and strengthen networks and partnerships with Government, UN agencies and NGOs.
  11. Engage in duty travel related to programme activities.
  12. Perform such other related duties as may be assigned.
  • Bachelor’s degree from an accredited academic institution with least four years of relevant professional experience especially in the field of social work, public health, development studies, gender or other related field;
  • Or, High-school degree with at least six years of relevant professional experience.
  • Experience in counter-trafficking programmes and capacity building activities;
  • Prior experience in providing training, coordination and/or institutional strengthening of governance and civil society organizations;
  • Knowledge in the field of psychosocial assistance of vulnerable groups, is desired;
  • Experience in liaising and coordination with governmental authorities;
  • Familiarity with financial and business administration;
  • Sound and proven understanding of internal and international migration issues in Lao PDR; Knowledge of the United Nations system is an advantage.
