Deputy National Coordinator (DNC)

1. BACKGROUND

IUCN, International Union for Conservation of Nature, is the world’s oldest and largest global environmental organization, is seeking a qualified individual to join our Lao PDR Country Office.

We're now looking for Deputy National Coordinator (DNC), Water and Wetlands Programme to join our team at IUCN Lao PDR and to be based in the Vientiane office or Savannakhet field Office, with frequent travel to the Ramsar and field project sites. The DNC will support the Water & Wetlands Programme Advisor and work closely with Programme Field Coordinator in effectively coordinating and implementing activities of the Water and Wetlands Programme thematic area and project.

The Water and Wetlands (W&W) Programme has a long history of work with the Government of Lao PDR and development partners. IUCN Lao PDR encourages collaborative, efficient and sustainable water resources management mechanisms to ensure that secure water for all. Through our work with local leadership, communities, governments and regional development partners, we seek to continue implementing multi-stakeholder processes to promote healthy watersheds and wetlands. As of April 2019, there are currently two main projects under the W&W Programme as follows:

Climate Change Adaptation in Wetland Areas (CAWA)

In response to biodiversity surveys carried out in the two Ramsar sites and the recognition that agricultural encroachment is the greatest threat to the wetlands of Beung Kiat Ngong (BKN) and Xe Champhone (XC), FAO and MoNRE have designed a project to address the challenges and asked IUCN to provide technical support in the two Ramsar sites. CAWA seeks to reduce climate change vulnerability of the communities and the wetlands ecosystems. The project is not just be wetlands focused but also focuses on the livelihoods of people in and around the wetlands and the interactions between communities’ livelihoods and wetland ecosystems.

Lower Mekong Basin Wetland Management and Conservation Project (MRWP)

MRWP of KfW is in line with the overall goal of the Strategic Framework for cooperation between the MRC and the Federal Republic of Germany. All projects between these two parties, pursue the following objective: “The MRC is effectively and competently supporting member countries in the sustainable management of basin challenges, particularly those arising from hydropower development and climate change”. MRWP will consist of three distinct but closely linked components: one regional component (to be implemented by the MRC) and two national components (to be implemented in Lao PDR and Cambodia). The national components to be implemented by Cambodia and Lao PDR will contribute to sustainable rehabilitation, conservation and management of wetlands ecosystem services while improving the livelihood of local communities in selected wetlands sites.

Nevertheless, the position will also support other projects and programmes, including activities under the regional Mekong WET project, and as required under the umbrella of IUCN Lao PDR.

2. MAJOR RESPONSIBILITIES

Based in the Vientiane office or Savannakhet field Office, with frequent travel to the Ramsar and field project sites. And Under the guidance of the Water & Wetlands Programme Advisor (WWPA) and oversight of the Head of Office, IUCN Lao PDR, the Water & Wetlands Programme Deputy Natioanl Coordinator ( DNC ) will work closely with W&W Programme Field Coordinator and also responsible for coordinating and implementing programme activities under the W&W Progarmme area of IUCN Lao PDR. This includes planning & development, implementation, and monitoring & reporting.

The Deputy National Coordinator will perform the following tasks:

2.1 Water & Wetlands Programme:

  • Management and Technically contribute toward achieving projects deliverables: Support the Water & Wetlands Programme Advisor and work closely with Programme Field Coordinator in effectively coordinating and implementing activities of the Water and Wetlands Programme thematic area and project (such as: CAWA, MRWP, Mekong WET and etc) and other projects under the Programme to ensure quality in projects deliverables and to meet projects deadline:
  • Implement the W&W program in line with prepared work plans, budgets and requirements under the approved projects.
  • Monitoring and reporting on implementation of project activities by partners (Personal monthly work plans and reports, field visit reports including expense reports, etc.)
  • Providing implementation support to project partners where required.
  • Coordinate the development and contribute to the preparation of the Management Plan in line with CAWA, MWET and MRWP project and other strategic deliverables as required under the W&W Programme
  • Organize and lead meetings with Government partners, local project partners and stakeholders as needed according to project activities
  • Coordinate and collaborate closely with project partners and stakeholders, delegating tasks when appropriate and maintaining good communications and relations
  • Regularly communicating with partners to identify project support needs, monitor project field activities and report project progress.
  • Identifying and developing opportunities for partnerships with local stakeholders to meet project outcomes.
  • Liaising and networking with current and potential colleagues, donors, partners and beneficiaries
  • Facilitate and assist of visits by the project donor, government officials and consultants in their studies, meetings and program activities including translating, interpreting, where necessary. Conduct other activities including joint delivery of outputs with other project staff as required to meet the project objectives.
  • Ensure that the projects genuinely target and empowers women, the poorest and
  • most marginalised.
  • Assist in strengthening capacities of water/natural resources/wetlands users to apply effective governance of sustainable wetlands use and management.
  • Deliver technical training/support at different levels to our project partners and relevant Stakeholders
  • Deliver project related environmental and wetland management and conservation awareness education to the relevant stakeholders.
  • Managing project funds for field operations and taking responsibility for expenditures of project funds and reporting field expenditure.
  • Carry out desk-based research and literature review on relevant technical project based activities.
  • Coordinate technical aspects of project activities and communicate and liaise with local Partners
  • Translating project outputs from English to Lao and vice versa as required
  • Resolve issues and problems as they arise and seek support from higher management and team as necessar

2.2 Other projects/activities under IUCN Lao PDR

  • Support the Water & Wetlands Programme Advisor in effectively coordinating and implementing activities of IUCN Lao PDR (such as Hin Nam No Project, once the project has started)
  • Work closely with Water and Wetlands Programme Advisor and the IUCN Lao PDR team to ensure quality in projects deliverables and to meet projects deadline
  • Organize and lead meetings with Government partners, local project partners and stakeholders as needed according to project activities
  • Coordinate and collaborate closely with project partners and stakeholders, delegating tasks when appropriate and maintaining good communications and relations
  • Preparing detailed activity plans and budgets for project activities.
  • Contribute to the preparation of the project activities and planning process, such as development of Co-Management Plan for HNN.
  • When necessary implement other project activities as required by, and mutually agreed with, your line manager.

2.3 Institutional tasks

  • Ensure that project office and field operations are conducted to a high level of health, safety, integrity, environmental good practice and cultural sensitivity. This includes ensuring that field medical kits are in good order and taken out on every field trip
  • Ensure that IUCN policies and guidelines are followed within the implementation of
    project activities.
  • Represent IUCN Lao PDR in external and internal IUCN meetings at national levels, as needed.
  • Ensure that lessons learnt in various projects and units of IUCN Lao PDR are documented and internalized in the current and future work of IUCN Lao PDR.

2.4 Other Duties

  • Carry out any other duties as required by, and mutually agreed with, your line manager.

3. REQUIREMENTS

  • At least Bachelor degree with an academic background in water, wetlands management, forestry, environment, natural resources management or related disciplines
  • At least 4 years field work experiences in project implementation position.
  • Good understanding of natural resources utilization especially for wetlands management with sound analytical skills.
  • Experience in working with communities; experience in climate change adaptation, vulnerability assessment, and livelihood development; knowledge of local and Provincial planning and development process.
  • Experience working with a diverse range of partners such as international organizations, NGOs, and government departments
  • Good command of written and spoken English and Lao is essential
  • Willing to be based at Savannakhet province (Negotiatable)
