The role

We are currently looking for Communications and Campaign Manager (re ad) based in Vientiane Capital

Role Purpose

Communications is critical for Save the Children to be able to play its role of making the voices of children heard and achieving breakthroughs that enable children to learn, be healthy, and be protected within their families and communities.

The Communications Manager provides the technical leadership and coordination for   internal and external communications for Save the Children International in Lao PDR. Working with the Programme Development and Quality Director and the Heads of Sectors, he/she provides capacity building and technical support to the programme/project teams in developing and implementing policy advocacy and campaigns strategies at sector levels, and takes the lead for organisational campaigns.

He/she is responsible for ensuring up to date and relevant external programme communications with the Lao public and international community through mass media, publications, and other channels. And he/she supports the Operations teams and Awards in ensuring the country office compliance with visibility requirements and plans with donors, SC members, and SCI.

The Communication Manager also provides the main technical support to the Senior Management Team in ensuring a healthy and effective information flow and exchange within the organisation, with our partners, and with SCI and SC Members.

The Communications Manager will ensure that child safeguarding principles are respected and rolled out in all media and communications and that respect the rights, dignity and safety of children we serve and promotes the values that Save the Children upholds.

In the event of a major humanitarian emergency, the role holder will be expected to support the Country Director and Humanitarian Response Lead in speaking and sharing information on behalf of the organisation, work outside the normal role profile with the response team, and be able to vary working hours accordingly.          


Create and develop SCI visibility platforms in Laos

  • Revise draft SCI – Lao communication strategy and facilitate roll out across the organisat
  • Develop and publish (print and online) up to date information materials on SCI Lao Country

Office programme and updates for general public

  • Develop external visibility platforms as relevant and ensure that these Save the Children spaces (such as Facebook, SCI SharePoint section, office bill board, et) are updated and used well for SCI messaging to promote children’s rights in the country 

Lead SCI Lao office campaigns in line with global Save the Children International global 

Campaign plans

  • Represent SCI Lao Country office and coordinate with SCI Global and Regional Teams as well as Save the Children members for SCI Lao’s participation in Global and Regional Campaigns
  • Work with DPDQ, Programme Teams, and MEAL Manager in planning, monitoring, and reporting on CO campaigns.

Provide technical support and capacity building for sectoral advocacy and communications work

  • Provide technical inputs and support leadership in visibility and communication components of Country Office Projects. Contribute in planning these components during design phase, and facilitate monitoring and technical support during programme implementation
  • Work with DPDQ ad Programme Teams in building staff capacity on visibility and communications, advocacy and campaigns.
  • Support Project Learning through production of case studies and training staff on developing case studies to present good practice, achievements, and lessons lear 

Lead Country Office compliance with SCI and Donor visibility and communications requirements

  • Represent CO in relating with Donor and Member Communications teams
  • Ensure that CO understand the visibility and communications requirements of Donors and SCI and ensure that there is compliance with these across CO projects

Media Relations

  • Facilitate building of relationships with media practitioners and policy bodies in Laos
  • Ensure appropriate and timely media coverage of key SCI projects
  • Develop press releases and work on media training on SCI work and media standards
  • Provides technical support to the Country Director and other delegated SCI representatives in speaking with media

Internal Communications

  • Provide technical support to the SMT and HR/Admin in ensuring that relevant management and programme information are shared regularly and effectively within the organization in La
  • Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
  • Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abus

Humanitarian Response

  • In the event of a major humanitarian emergency, the Communications Manager will work with SMT and emergency response team in developing situational analysis, communicating with media, and developing situational u


  • Post graduate degree in development communications, social development, or related field


  • Bachelor’s degree with extensive communications training and social development work


  • Certified Technical training in media and/or communications technology 

Experience and Skills

  • At least 4 years of professional experience related to communications, advocacy, or campaigns
  • English and Lao language proficiency
  • Technical skills in audio visual and internet technology
  • Demonstrated capacity to deal with media and facilitate effective public communication
  • Capacity in developing publishing information materials in Laos and in English 

Contract length: fixed term
