JOB DESCRIPTION

The role

We are currently looking for Data Collection Officer based in Savannakhet

Role Purpose

Save the Children is starting five-year early grade reading project as part of LEAPS II, a school feeding programme implemented in 6 districts of Savanakhet province managed by a third-party organization, CRS. The goal of this project is to enhance how early grades students learn how to read by training teachers and promoting literacy in their communities.

The Data Collection Officer is supporting the MEAL and Training Manager (MTM) to establish a functional MEAL (Monitoring, Evaluation, Accountability and Learning) system at the project site level and another is capacity building of the field staff and counterparts on different components of the project. S/he will measure, track and ensure the quality of all Save the Children interventions within the LEAPS II project which he will work to ensure that all children within target schools are on track to read grade level texts by the end of their second grade and that all Save the Children’s responsibilities (e.g. establishing libraries, mobilizing communities for reading) are done at the highest level of quality and Data Collection Officer  will be responsible for collection and compilation of all literacy monitoring data with staff support for tablet use and basic IT.

Additionally, the Data Collection Officer is supporting the MTM on report writing and in any monitoring and evaluation tasks.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

Routinely conduct field trips to program sites for collecting data. She/he is expected to travel at least two times per month

Ensure accurate and consistent entry of data received from project staffs and partners into database.

  • CLV training pre & post-test, reading camps, parental workshop, reading celebration and school house fair.
  • Database of Literacy boots teacher training activity: teacher training pre & post-test, teacher observation form, school administrator form, teacher learning circle event.
  • Database of all activities sign in sheet and attendance sheet.
  • Database of reading corner and book bank.

Assist the MEAL and Training Manager in performing data analysis and producing statistical and graphic reports.

  • Maintain and further develop the structure or format of the database/s as required, incorporating suggestions and amendments under the MEAL and Training Manager’s guidance
  • Provide additional updates and data analysis as requested by the MEAL and Training Manager
  • Maintain a shared space and web interface (KoBo-Toolbox) for the Database/s.
  • Maintenance of Excel database/s and other/s as required.

Ensuring the logistics of books and monitoring of materials in program sites

  • Assist MEAL/Training manger to plan to procure of community LB activity: reading book community kits and book’s self.
  • Assist MEAL/training manage to plan to procure of teacher training activity: school kits and all training consumable
  • Coordinate with administration officer to ensure the community kits and school kits well transfer to community and school with recorded the material number.
  • Assist MEAL/Training manager to design provide training aid material.
  • Filling all training aid material to be ready for use.

Ensure project officer work plan and tracing activity record will be gathering and update according project activity.

  • Follow up and coordinate with POs to submit activity work plan on time.
  • Follow up and coordinate with POs to submit and update tracking activity record on time.
  • Gathering activity work plan and tracking activity record and report to MEAL and training manager.

Reporting and other

  • Gathering POs trip report key point to support MEAL/Training manager on quarterly report.
  • Provide case study or human interest story per activity.
  • By coordinate with POs to provide good photo for project report.
  • Assist during reading assessment evet when needed.

AOB:

  • Perform other tasks and duties that directly relate to his/her function as assigned by the line and dotted line managers

Qualifications

  • Minimum of a bachelor/Diploma’s degree IT, BA or Social Sciences or related discipline preferred

Experience and Skills

At least 2 years experience in an INGO, UN or relevant development business is an advantage and data entry, Data analysis and database management

  • Enable to travel to work in the remote areas and stayover night with communities
  • Good IT skills including use of excel, access or other database and data analysis software
  • Good negotiation and clear communication especially with the project filed staff
  • Good facilitation skills which can support on organize MEAL system for project filed staff
  • Good written and spoken English skills in an advantage
  • Good Demonstrated managing databases, analysing data and producing data displays

Contract length: fixed term
