REQUEST FOR EXPRESS OF INTEREST (INDIVIDUAL CONSULTANTS)

Lao Competitiveness and Trade Project (Project No. P164813) 

Administrative Officers (2 persons) to support

  1. Facilitating Trade and Connecting to Markets
  2. Lao Business Forum Secretariat

The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project (LCTP), and intends to apply part of the proceeds for consulting services.

The NIU is now seeking an experienced individual for 02 Administrative Officers for Facilitating Trade and Connecting to Markets and Lao Business Forum Secretariat to support overall project implementation. The services of the Administrative Officers are required for a period of 12 months starting January 2019 on a full-time basis working at DIMEX and LNCCI, with possibility of extension over the duration of the project for up to 40 months. The Contract extension shall be subject to availability of funds and annual performance evaluation. The Administrative Officers will be based in Vientiane, Lao PDR. One of Administrative Officers will be based at Department of Import and Export, Ministry of Industry and Commerce and work under the direct supervision of DIMEX, and another Administrative Officer will be based at Lao National Chamber of Commerce and Industry. In order to qualify for these positions, the candidates shall meet the following experience and competence requirements below:

  • University degree (Bachelor or equivalent) in business administration, management, economics or other related discipline.
  • At least two years of relevant work experience in an administrative capacity.
  • Work experience on project management in area of trade facilitation is a strong asset.
  • Familiarity with government and foreign aid project operations; past experience in government organizations is an advantage.
  • Proven knowledge of office procedures and office equipment.
  • Proficiency in Lao language; good command of English, both written and verbal.
  • Computer literate (MS Office, Internet, E-mail etc.)
  • Good administrative, interpersonal and team building skills;
  • High motivation, good attitude, flexibility and reliability;
  • Good organizational skills with the ability to work efficiently under pressure and to handle multiple tasks simultaneously.
  • Ability to maintain self-control and complete tasks with frequent interruptions;
  • Demonstrated capacity to take initiative and to be accountable for results.

The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 edition, under Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the said Regulations, setting forth the World Bank’s policy on conflict of interest.

ABOUT COMPANY

The NIU is now seeking an experienced individual for the position of Senior Private Sector Development Consultant (PSDC) to support overall project implementation. The objective of this assignment is to provide the NIU (MOIC) with technical and analytical support with respect to the implementation of the LCTP. The services of the Senior PSDC are required for a period of 40 months starting December 2018 on a full-time basis working at NIU. The Senior PSDC will be based in Vientiane, Lao PDR and   shall be subject to annual performance evaluation. The Senior PSDC will be based in the National Implementation Unit/TECD, Department of Planning and Cooperation, Ministry of Industry and Commerce. Senior PSDC will work under overall supervision of the NIU Manager/TECD Director and work on a day-to-day basis with the NIU/TECD team, IAs and other short-term and long-term technical assistants.
