Title:  Emergency Operations Center Project Officer (EOC Project Officer)

Location: Vientiane Capital

Commitment: Full-time staff contract

Job Summary

The EOC project officer will assist with EOC project implementation, including collaboration with high-level government officials, establishment of EOC infrastructure, creation of inception phase and implementation phase work plans, and project spending. The EOC project officer will help to organize high-level meetings with government stakeholders within DCDC, CMPE, MOH, as well as with project consortium members, including WHO, CHAI, and US CDC.

Key duties

  • Organize and schedule all relevant MOU meetings to obtain signed MOU from MOH and MOFA;
  • Collaborate with PSI EOC team, including EOC project manager and EOC sub-grants management officer;
  • Complete project assignments based on EOC annual work plan and submit procurement requests in line with annual budgets;
  • Work with EOC team to implement EOC program based on consortium annual work plan;
  • Help EOC manager to establish EOC infrastructure within MOH and plan and organize training and capacity building schedule for EOC staff at the national and sub-national level;
  • Schedule and organize high-level MOH meetings for EOC briefings on 18 notifiable diseases;
  • Correspond with government-hired EOC staff within the MOH on a daily basis;
  • Help EOC manager to schedule and organize meetings with national and sub-national government stakeholders across all ministries for which involvement on disease-specific standard operating procedures is needed;
  • Assist with preparation of quarterly reports to Ministry of Health, Ministry of Foreign Affairs, and government line management;
  • Assist EOC manager in tracking KPIs according to long-term M&E plan for the EOC project, and help team with regular donor updates;
  • Coordinate with PSI malaria team and CMPE contacts to ensure basis of understanding on complementary activities between EOC project and PSI malaria program;
  • Support EOC project manager, EOC sub-grants management officer and PSI malaria team on other EOC-related tasks as needed.

Qualifications

  • Minimum of Bachelor’s degree in public health, management, or a related medical field (e.g. disaster relief, etc.)
  • Experience working in the field of medicine or public health, particularly in communicable diseases (malaria, TB, etc.)
  • Experience organizing meetings and collaborating with government officials
  • Experience in organizing capacity-building and skills trainings
  • Ability to regularly travel on work-related assignments to the field
  • Excellent computer skills (MS word, Excel, PowerPoint, internet)
  • Fluency in Lao and working proficiency in English
  • Minimum of 2 years work experience with NGOs
