Title:  Emergency Operation Center Project Manager (EOC Project Manager)

Location: Vientiane Capital

Commitment: Full-time staff contract

Job Summary

The (EOC Project Manager) will manage EOC project implementation, including collaboration with high-level government officials, establishment of EOC infrastructure, creation of inception phase and implementation phase work plans, project budgeting, and donor reporting. The (EOC Project Manager) will coordinate with high-level government stakeholders within DCDC, CMPE, MOH, as well as with project consortium members, including WHO, CHAI, and US CDC to ensure PSI’s EOC project meets all design and implementation phase indicators and is well integrated to national policies and standards. 

Key duties

  • Obtain signed MOU from MOH and MOFA and organize and conduct all relevant MOU meetings;
  • Manage PSI EOC team, including EOC project officer and EOC sub-grants management officer;
  • Develop EOC annual work plan and track annual budget;
  • Implement EOC program based on consortium annual work plan;
  • Establish EOC infrastructure within MOH and oversee trainings and capacity building of EOC staff at the national and sub-national level;
  • Regularly attend high-level MOH meetings for EOC briefings on 18 notifiable diseases;
  • Coordinate with government-hired EOC staff within the MOH on a daily basis;
  • Continuously meet with high-level government stakeholders to ensure EOC project is implemented in accordance with government policies;
  • Engage national and sub-national government stakeholders across all ministries for which involvement on disease-specific standard operating procedures is needed;
  • Prepare quarterly, 6 monthly, annually, project mid-term and final project reports in both Lao and English to Ministry or Health, Ministry of Foreign Affairs, and government line management;
  • Coordinate to organize project’s related site visit, meetings, workshops, conferences at both central and provincial levels;
  • Work with MOH and consortium partners to strategize financial mechanism for emergency procurement of funds;
  • Develop long-term M&E plan for the EOC project, and update donor and consortium members on key performance indicators;
  • Coordinate with PSI malaria team and CMPE to ensure basis of understanding on complementary activities between EOC project and PSI malaria program;
  • Regularly meet with PSI Senior Management Team to update SMT on EOC project progress and challenges;
  • Maintain close relationship with the Gates Foundation around project updates and donor vision.

Qualifications

  • Minimum of Master’s degree as a doctor of medicine, or master’s degree in a related medical field (e.g. disaster relief, public health, etc.)
  • Experience working in the field of medicine or public health, particularly in communicable diseases (malaria, TB, etc.)
  • Experience conducting meetings and collaborating with government officials
  • Experience in capacity-building and skills trainings
  • Ability to regularly travel on work-related assignments to the field
  • Excellent computer skills (MS word, Excel, PowerPoint, internet)
  • Fluency in Lao and high working proficiency in English
  • Minimum of 3 years work experience with NGOs
