Overview and Summary of Positions

The National Tuberculosis Centre (NTC) has been implementing national strategies to improve case finding, increase the case detection rate (CDR) and reduce incidence of, and mortality due to TB. To continue building upon these efforts, the NTC is launching a comprehensive case-finding pilot, and is seeking project coordinators at the central and provincial level to support successful implementation.

The NTC is seeking highly entrepreneurial individuals with outstanding project management, operational, and communication skills. A background in TB clinical and/or health programmatic operations is an advantage. The central project coordinator will oversee the provincial project coordinator, to build capacity and ensure successful implementation of district-level TB case finding activities. The provincial project coordinator will support existing TB staff such as the district TB managers, to strengthen case finding activities. Technical activities within the pilot include facility staff trainings, supportive monitoring and supervision, data analysis and mapping, as well as oversight over active case finding campaigns, routine contact tracing, and a sputum transport network. Project coordinators will also support financial and administrative duties, draft and present key findings to senior management staff at the NTC and subnational authorities, and build strong relationships with all stakeholders. A self-motivated individual with experience implementing health programming would be a strong candidate. The ability to problem solve and communicate effectively in complex environments will be essential.  For the central project coordinator, a demonstrated application of management skills is an advantage.

The central project coordinator will be based in Vientiane, Lao PDR, and will be hired for a 6-month contract. They will be embedded at the NTC, and will be required to travel to pilot sites up to 70% of the time. The provincial project coordinator will be based in Pakse, and will be hired for a 6-month contract. They will be required to travel to health centers up to 70% of the time. Compensation will be commensurate with candidate’s background and experience.

Key Responsibilities

Key responsibilities of the project coordinators will include, but are not limited to, the following:

  • Support NTC and CHAI in establishing ground operations at the district level
  • Provide technical support and supervision to ensure case finding efforts are implemented; and to support facility staff to address challenges and barriers to implementation
  • Assist in developing operational or work plans to improve processes at district levels.
  • Support facilities to conduct routine analysis of data to target interventions and respond to potential issues
  • Communicate and work closely with NTC and CHAI teams on a routine basis
  • Support the development of training materials and conduct trainings to build the capacity of district staff
  • Manage project budget; collect and complete financial reporting and invoice payments as required


  • Bachelor’s degree or higher in a relevant field such as public administration or public health.
  • Background working in public health or in a clinical setting, especially tuberculosis, is an advantage
  • Minimum 3-5 years of work experience
  • Strong written and oral communication skills in Lao and English; translation skills is an advantage
  • Extensive experience in project planning and execution, including budgeting
  • Excellent problem solving, analytical and quantitative skills, including Excel experience
  • Strong diplomatic and interpersonal skills, and the ability to build collaborative relationships
  • Entrepreneurial mindset, including ability to work independently with little guidance, and propose and implement new approaches/initiatives
