JOB DESCRIPTION

The role

We are currently looking for Policy and Planning Advisor based in Luang Prabang

Role Purpose

SCALING (Sustainable Change Achieved through Linking Improved Nutrition and Governance) is a multi-sector Nutrition programme to be implemented in 420 villages in 14 districts in Luang Prabang, Luang Namtha, Phongsaly and Huaphanh provinces in Northern Laos. The project covers the period December 2017-December 2021 and is funded by the European Union as part of the Partnership for Improved Nutrition in Lao PDR (PIN). The project will be implemented by a consortium of INGOs: CARE, Comite de Cooperation avec le Laos (CCL), ChildFund Laos (CFL) and Save the Children as the lead.

The Policy and Planning Advisor as member of the SCALING Consortium Management Unit (CMU) will have the prime responsibility to support and monitor the Consortium partners to achieve intermediate Outcome #3: “Nutrition governance strengthened at district, kumban and community levels in 14 target districts”. The position will also be the CMU focal point for internal and external communication and visibility of the project.

In the event of a major humanitarian emergency, the role holder may be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREA OF ACCOUNTABILITY

Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

  • Translates national policies and processes for project implementation at local level
  • Trains and supports local CSOs and government staff on the content and implementation of the National Nutrition Strategy and Plan of Action and other relevant policies and strategies
  • Ensures that in the SCALING project areas Provincial, District, Kumban and village development plans are convergent and nutrition sensitive, and that districts have functioning nutrition committees
  • Reviews government nutrition data and consolidates reports
  • Maps nutrition stakeholders and produces district level political economy analysis reports
  • Represents SCALING in national policy dialogues if and where applicable
  • Contributes to policy development based on experiences and lessons learnt under SCALING
  • Responsible for the internal and external communication and visibility of SCALING in accordance with the approved Communication and Visibility Plan and the prevailing EU Manual on Communication and Visibility, in close consultation with the Save the Children Communication and Campaign Manager in Laos.
  • Fully understands the provisions of the Save the Children Child Safeguarding Policy, the Code of Conduct and Laos Country Office Procedures.
  • Conducts him/herself in accordance with the rules of the Child Safeguarding Policy, in personal and professional lives – which includes reporting suspicions of child abuse.

Qualifications

  • Bachelor’s or Master’s degree in political science or equivalent
  • Good knowledge of both Lao and English in writing, reading and speaking
  • Good IT skills in major applications like MS Office, Internet, etc.
  • Female candidates, candidates with disabilities and candidates speaking ethnic languages in particular are encouraged to apply
  • This position is only open to Lao Nationals

Experience and Skills

Essential

  • Solid understanding and experience in working with government systems and procedures in Laos
  • Knowledge of the CSO sector in Laos
  • Experience in lobby and advocacy activities at district, provincial and national level
  • Experience in capacity strengthening, coaching and mentoring
  • Experience in Communication and Visibility actions and procedures
  • Working experience in an INGO, UN or other relevant development business

Desirable

  • Experience and knowledge on Public Health and/or Nutrition
  • Specific experience on EU regulations and procedures on Communication and Visibility

Contract length: fixed term
