SNV Laos is looking for two qualified and motivated WASH Advisors (one based in Vientiane and one in Savannakhet province) to join the team for the implementation of the  Beyond the Finish Line – Sustainable Sanitation and Hygiene for All (SSH4A) Project.

The project is funded by the Australian government (DFAT) for the period of four years (2018 – 2022). The project aims to improve health, gender equality and social inclusion, and wellbeing of 200,000 people in three districts (Atsaphone, Champhone and Xonbuli) of Savannakhet Province in Lao PDR, by 2022 by equitably increasing access and use of safe sanitation and hygiene, for all.

The project’s will strengthen capacities of the provincial government and three districts through 4 interrelated and mutually reinforced components (i) inclusive WASH governance, (ii) social and behaviour change communication (SBCC), (iii) sanitation demand creation (adapted to the local context) and  (iv) sanitation and hygiene supply chains and marketing. The process brings together multiple government departments at provincial and district with a pool of expertise, knowledge and experience.

The team of advisors (in Vientiane and Savannakhet) will work in partnership with CARE Laos and 03 selected district governments to strengthen capacity for planning, budgeting, implementation, steering and monitoring of sanitation and hygiene services, aligned with district planning and implementation process. The project places a strong focus on mainstreaming Gender Equality and Social Inclusion (GESI) and climate change resilience in the design and implementation.

The project will work in close collaboration with key stakeholders to develop and pre-test sustainable and practical models and approaches to achieve universal sanitation coverage in the project districts that can subsequently be replicated by other districts within Savannakhet as well as other provinces in Laos

wash GOVERNANCE ADVISOR

OVERVIEW OF THE POSITION

The WASH Governance advisor will coordinate and strengthen capacity of the provincial and district teams to develop and pretest inclusive WASH planning, budgeting, monitoring and implementation models and approaches for universal coverage in 3 districts of Savannakhet province.

RESPONSIBILITIES and tasks

Overall responsibilities

  • Work in collaboration with the SNV team of advisors to develop project’s work plan and budget
  • provide inputs and technical support to the provincial and district team to develop a WASH 5-year work plan and budget in 3 districts to be included in the national development plan (2019 – 2024)
  • facilitate various technical trainings and participatory workshops
  • take the lead role in the design and implementation of the inclusive WASH Governance component

Project administration and reporting

  • Work in collaboration with the 3 district teams to prepare quarterly workplan and budget
  • Support the provincial and district team to prepare all logistical arrangements, financial and activity reports to ensure compliance with SNV’s financial management regulation  
  • Develop and maintain positive, working relationships with WASH stakeholders, including the government officials, NGOs and private sector representatives working in the province and district
  • Collaborate with other WASH sector stakeholders in the project area, including other NGOs, CBOs and research institutions; to avoid overlapping of efforts and to ensure leveraging of resources.

Technical support to provincial and district teams

  • Undertake Capacity Needs Assessment, using SNV tools, to identify areas of critical capacity gaps and support needed for key stakeholders and to develop capacity building plans accordingly
  • Support and develop capacity of the 3 district teams to develop the tools and collect baseline data
  • Support 03 districts to prepare baseline report to highlight major issues and key interventions needed
  • Strengthen capacity of district teams to use data for evidence-based planning and budgeting
  • Work in close collaboration with and provide on-going technical support to the provincial and district team to implement universal WASH plan    
  • Work with CARE advisors to support and build capacity of the provincial and district team on mainstreaming Gender Equality and Social Inclusion into WASH planning, budgeting and implementation
  • Document lessons learnt from district experience to share nation-wide and globally

Candidate Profile

  • University degree in WASH, social development or a related field
  • Good command of written and oral communication in both English and Lao
  • Minimum  5 years of   WASH experience, especially experience working in the field with local governments and stakeholders in planning, budgeting and implementation of field activities.
  • Strong facilitation skills
  • Experience and good understanding of the Laos’ WASH sector
  • Analytical thinking abilities
  • Organised and able to meet deadlines
  • Strong interpersonal and teamwork skills

wash - SOCIAL MARKETING AND BEHAVIOUR CHANGE COMMUNICATION ADVISOR

OVERVIEW OF THE POSITION

The WASH Advisor will supervise and provide technical support to the Provincial and the district teams; to ensure smooth coordination with the project field team and government stakeholders. The advisor will also take the lead role in designing and delivering interventions for the SBCC; sanitation and hygiene supply chain development and sanitation marketing 

responsibilities and tasks

Overall responsibilities

  • Work in collaboration with the SNV team of advisors to develop project’s work plan and budget
  • provide inputs and technical support to the provincial and district team to develop a WASH 5-year work plan and budget in 3 districts to be included in the national development plan (2019 – 2024)
  • work in collaboration with the field teams to identify challenges and opportunities to translate the Universal WASH coverage plan into actions
  • provide linkages between the national, provincial and district levels through engagement in events, workshops, meetings or field activity learnings and visits.
  • document best practices and lessons learnt from 3 pilot districts to share nationwide and globally

Social Behavior Change Communication

  • Review current SBCC tools and approaches and assess their applicability and effectiveness
  • Take a lead role in designing and conducting the Formative Research on Behaviour Change to identify key focused areas of interventions (in communities, schools and health centres)
  • Work with creative companies on behavior change to design and pre-test SBCC campaign and tools with targed messages for different target groups 
  • Develop and pilot SBCC strategy for scale-up 

Sanitation and Hygiene Supply Chain and Marketing  

  • Review existing literatures and initatives on sanitation and hygiene supply chain and marketing study reports to have a good understanding of what works, what does not work in sanitation marketing
  • Take a lead role in designing and conducting the Formative Sanitation Market Research (on demand, supply and supply chain analysis) to understand consumer needs and preferences, identify major gaps and focus areas of interventions
  • Work in collaboration with the SNV advisors, the provincial and District team to develop and pilot the sanitation marketing strategy in the project areas
  • Identify local WASH entreupreneurs and support them to develop viable business plans and provide on-going coaching for the implementation of the established business plans to meet local demands
  • Work in close collaboration with CARE advisors to identify business opportunities and income generation activities for women’s groups, women-led enterprises and for people with disabilities.

Candidate Profile

  • University degree in WASH, social development or a related field
  • Good command of written and oral communication in both English and Lao
  • Minimum   5 years of   WASH experience, especially in areas of social marketing and market-based approaches to WASH service delivery
  • Experience with community mobilisation and facilitation; and  private sector engagement
  • Experience and good understanding of the Laos’ WASH sector, with international experience is an asset.
  • Analytical thinking abilities
  • Organised and able to meet deadlines
  • Strong interpersonal and teamwork skills
