The Lao PDR – U.S. International and ASEAN Integration project (USAID LUNA II or the “project”) is funded by USAID. It seeks to improve the overall business-related legal and regulatory environment in Lao PDR by supporting efforts to meet the country’s commitmentsunder the WTO, the AEC, and the U.S.-Lao Bilateral Trade Agreement. USAID’s implementing partner is Nathan Associates, Inc., an American company operating under an MOU with the Ministry of Industry and Commerce.
Amongst other activities USAID LUNA II working with women-owned businesses the handicraft sector in northern Laos to take better advantage of cross-border trading opportunities. In particular it is working with a trainer on natural dyeing, which will eventually produce a handbook on this subject.
The objective of the activity is to produce a Lao language video. The beneficiary audiences are based in Xiengkhuang and Huaphan provinces. The video is expected to feature lessons on natural dyeing processes such, natural dyeing preparation, extraction and dyeing in order to attach this video with the handbook.
Acting in close coordination with USAID LUNA II, the chosen applicant will be expected to:

COPYRIGHTS AND BRANDING
Applicants should expect to retain no copyrights to the material produced for video. They may reproduce limited sections of it for inclusion in his/her portfolio of past work.
The finished video must conform with USAID branding guidelines, in particular the placement and style of the USAID logo.

USAID LUNA II thus reserves the right to accept or reject any or all proposals, waive any anomalies in proposals, negotiate with any or all bidders, and/or modify or cancel the RFEI.

Interested applicants should submit a statement in English explaining how their skills, knowledge and other qualifications both meet the criteria above and are likely to achieve the contemplated objective.
In the submission the applicant should provide an estimate of the length of time necessary to achieve the results described above and the expected fee to be charged for this service.
