REQUEST FOR EXPRESSIONS OF INTEREST

National Consultant for Gender and Small Business Development

  1. Background

The Second Trade Development Facility (TDF-2) is a multi-donor program financed by Australia, the European Union, Germany, Ireland, USAID and the World Bank focusing on improving trade and private sector development in Lao PDR. The development objective of the TDF-2, which is implemented by the Ministry of Industry and Commerce, is to support the implementation of government’s trade and integration priorities outlined in the 2012 Diagnostic Trade Integration Study (DTIS) Roadmap, and in particular to contribute to improved competitiveness and diversification, focusing outside the natural resource sectors. TDF-2 has three main components:[1]

(a) trade facilitation, trade policy and regulations;

(b) diversification and competitiveness; and,

(c) mainstreaming aid for trade.

  1. Objective of the assignment

The objective of this assignment is to support the LBF Secretariat within LNCCI to reach out to SMEs/startups and women-owned enterprises in selected provinces to assist them in more clearly formulating their challenges and encourage them to leverage public private dialogue under the LBF to address such key policy related and regulatory challenges.

This shall be a full-time assignment for a period of 16 months, based in Vientiane, Lao National of Commerce and Industry Office (LNCCI) with frequent travel to selected major provinces of the country, starting April 2017.   1. Key requirements
  • Post graduate degree in commerce, law, business administration or economics;
  • At least 4 years of relevant experience working for government agencies, private businesses or donor funded projects; of this experience, at least 2 years should be directly in the private sector.
  • Demonstrated knowledge of the latest developments in advancing good/best practices in business development that reaches the women and youth;
  • Past experience in similar assignments is desired. Strong background in gender integration and women empowerment is an asset;
  • Good understanding of the operations of the government and its structure, such as public service delivery process;
  • Good knowledge of the operations of private businesses and issues facing them, especially business regulatory compliance challenges; particular experience in Lao PDR would be a strong asset;
  • Excellent communication, writing, and presentation skills; and
  • Excellent command of English and Lao.

The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised June, 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

ABOUT COMPANY

The NIU is the anchor unit within the Ministry of Industry and Commerce for a sector wide approach on trade in the Lao PDR and is responsible for coordinating trade-related assistance to the country. Based in the Foreign Aid Division of the Planning and Cooperation Departmant, the NIU has been implementing the Trade Development Facility (TDF) multi-donor trust Fund. The TDF supports the Lao Government’s National Socio-economic Development Plan (NSEDP) in its aims to reduce poverty and sustain economic development by facilitating trade and cross-border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration.
