REQUEST FOR EXPRESSIONS OF INTEREST

National Trade Facilitation Analyst

The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received funding from a multi-donor program financed by Australia, the European Union, Germany, Ireland, USAID, and the World Bank toward the cost of the Second Trade Development Facility (TDF-2), and intends to apply part of the proceeds for consulting services. The appraised value of the project is US$ 16.5 million, with implementation to take place over a period of Five and half years, starting in April 2013. Technical responsibility for implementation of the Trade Development Facility lies with the National Implementation Unit (NIU), based within the Planning and Cooperation Department of the Ministry of Industry and Commerce (MOIC).

Department of Import and Export (DIMEX) aims to support the National Trade Facilitation Secretariat of the TDF-2 of the Lao PDR Ministry of Industry and Commerce. In this regard, the NIU is now seeking to recruit a fulltime of National Trade Facilitation Analyst to support the design and implementation of the NTFS Action Plan and help in building capacity in the National Trade Facilitation Secretariat, and government agencies that issue trade-related regulations.

The estimated inputs for the assignment are 08-month of full-time work, starting February 2018 at DIMEX, MOIC. Full ToR can be accessed at the NIU’s website: http://t4dlaos.org/index.php/en/work-with-us/vacancies.

In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

  • Minimum Bachelor degree in law, economics, business, public policy, political science, international relations, or related discipline.
  • Minimum two years working experience in an international/multinational organization or in the government/public sector on an international project or in trade facilitation/related area.
  • Knowledge of work with/in government organizations, in particular in connection with the public sector is an asset.
  • Knowledge of customs policy and non-customs procedures (e.g. SPS, transport, etc) is an asset.
  • Fluency in Lao and English are mandatory (spoken and written). Strong interpersonal skills to facilitate dialogue with various government agencies, engage with senior and technical staff, and the private sector.
  • Ability to work in a team and have good communication skills.
  • Willing to work alongside and assist national counterparts in a practical and proactive way.
  • Sound policy development and research skills are an asset.

The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised June, 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. ABOUT COMPANY

The NIU is the anchor unit within the Ministry of Industry and Commerce for a sector wide approach on trade in the Lao PDR and is responsible for coordinating trade-related assistance to the country. Based in the Foreign Aid Division of the Planning and Cooperation Departmant, the NIU has been implementing the Trade Development Facility (TDF) multi-donor trust Fund. The TDF supports the Lao Government’s National Socio-economic Development Plan (NSEDP) in its aims to reduce poverty and sustain economic development by facilitating trade and cross-border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration.
