National Trade Facilitation Analyst
The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received funding from a multi-donor program financed by Australia, the European Union, Germany, Ireland, USAID, and the World Bank toward the cost of the Second Trade Development Facility (TDF-2), and intends to apply part of the proceeds for consulting services. The appraised value of the project is US$ 16.5 million, with implementation to take place over a period of Five and half years, starting in April 2013. Technical responsibility for implementation of the Trade Development Facility lies with the National Implementation Unit (NIU), based within the Planning and Cooperation Department of the Ministry of Industry and Commerce (MOIC).
Department of Import and Export (DIMEX) aims to support the National Trade Facilitation Secretariat of the TDF-2 of the Lao PDR Ministry of Industry and Commerce. In this regard, the NIU is now seeking to recruit a fulltime of National Trade Facilitation Analyst to support the design and implementation of the NTFS Action Plan and help in building capacity in the National Trade Facilitation Secretariat, and government agencies that issue trade-related regulations.

In order to qualify for this position, the candidates shall meet the following experience and competence requirements:
The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised June, 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. The NIU is the anchor unit within the Ministry of Industry and Commerce for a sector wide approach on trade in the Lao PDR and is responsible for coordinating trade-related assistance to the country. Based in the Foreign Aid Division of the Planning and Cooperation Departmant, the NIU has been implementing the Trade Development Facility (TDF) multi-donor trust Fund. The TDF supports the Lao Government’s National Socio-economic Development Plan (NSEDP) in its aims to reduce poverty and sustain economic development by facilitating trade and cross-border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration.
