National Project Coordinator to support the Capacity Building for Small and Medium Enterprises and other
Stokehold in Lao PDR
The Government of Lao PDR has received funding from the World Bank Group for the Small and Medium Enterprises Access to Finance Project (US$20 million). The objective of the Project is to provide long-term funding sources for commercial banks to provide long-term credit to small and medium enterprises (SMEs). This will be achieved by increasing the supply of long-term finance provided by commercial banks and by strengthening the capability of Department of SME Promotion (DOSMEP), within the Ministry of Industry and Commerce (MoIC) to formulate and implement public policies that promote access to finance for SMEs. The Project includes two components: (i) A Line of Credit (LOC) channeled through Participating Financial Intermediaries (PFIs) for on-lending to SMEs; and (ii) Technical Assistance (TA) for DOSMEP, PFIs and SMEs. The implementation of the project is coordinated by the Department of Planning and Cooperation through the National Implementation Unit (NIU) in its capacity as main coordination and supervision body for the implementation of the Lao Trade and Private Sector Development Program, and the Department of SME Promotion (DoSMEP) is responsible for the technical implementation of project components, and for day-to-day execution of activities as stated in work plans.
The NIU is now looking for a National Consultant to support the international institution / firm, which is to be selected under a separate TOR to provide technical assistance to Small and Medium Enterprises. The National Project Coordinator shall assist DOSMEP in monitoring the implementation of assignment by the international institution / firm and be a liaison person between the Project’s and the Consultant’s teams. It is anticipated that the selected National Consultant will be stationed in Vientiane to provide services during the 18 month period, with travel to provinces, as and when required. There is a possibility that based on the Consultant’s performance and project requirements, the services may be extended. The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised June, 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. The NIU is the anchor unit within the Ministry of Industry and Commerce for a sector wide approach on trade in the Lao PDR and is responsible for coordinating trade-related assistance to the country. Based in the Foreign Aid Division of the Planning and Cooperation Departmant, the NIU has been implementing the Trade Development Facility (TDF) multi-donor trust Fund. The TDF supports the Lao Government’s National Socio-economic Development Plan (NSEDP) in its aims to reduce poverty and sustain economic development by facilitating trade and cross-border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration.
