CONSULTING SERVICES

National Accountant Assistant

(2 Position)

This request for expression of interest follows the general procurement notice for this project that appeared in the Systematic Tracking of Exchanges in Procurement (STEP) Issue No. 001 of July 20,2017.

The Project Preparation Team of the Department of Planning and Finance intends to apply part of its budgetary allocation to payments under the Advance Agreement between the World Bank and the Government of Lao PDR dated May 19, 2017 for the Preparation of the proposed Lao Agriculture Competitiveness Project (ACP).

The Government of Lao PDR is preparing the Agriculture Competitiveness Project (ACP) with the support from the World Bank. The implementing agency is the Ministry of Agriculture and Forestry (MAF). The ACP will focus on: (i) the geographical areas with high agricultural development potentials; (ii) the farming systems with high potentials for Competitiveness (i.e. paddy, maize, vegetables); (iii) promotion of good agricultural practices and climate smart agricultural technologies and farming system diversification to enhance food and nutritional security; (iv) building capacity for farmers’ organisations, agribusinesses, public and private service providers; and (v) building on and developing synergies with other government/donor programs. In line with the above strategy, the list of target provinces is set as Vientiane Capital and Province, and Bolikhamxay, Khammouane, and Xayabury Provinces.

The Project will have three components: (A) Enhancing Productivity of Farming Systems; (B) Support for Improved Value Chains; and (C) Project Management. The project appraisal is tentatively planned for October 2017, and the World Bank’s Board approval in March 2018. The project will be implemented over the period of 2018-2023.

1. Consultancy Objectives and Scope of Work

The objective of the consultancy is to assist the Project to implement its financial management system and ensures that day to day financial management functions are carried out in effectively to facilitate effective project management. Specifically, a Project Assistantwill be responsible for the following among others:

Specific duties and responsibilities include:

  • Ensure all financial transactions are approved correctly in accordance with  the Financial Management (FM) policies and procedures;
  • Assist with the preparation of annual budgets, financial projections etc;
  • Ensuring invoice processing, cheque runs etc… for suppliers, consultants etc.. are made timely Review requests for funds and ensuring the accuracy and completeness of supporting documents;
  • Review financial reports as submitted by the provincial project office;
  • Record all project transaction in to accounting software in timely manner;
  • Responsible to prepare month ends closing, petty cash and bank reconciliations;
  • Assist with monitoring and tracking of project assets, including annual physical count;
  • Prepare withdrawal application for replenishment/direct payment to the World Bank
  • Prepare fund transmission note and arrange for funds transfer to Provinces
  • Ensure that supporting documents are complete and maintained in a systematic and easily retrievable manner
  • Manage and monitor advances with concerned implementing agencies for timely clearing and reporting of the expenditures
  • Liaise and facilitate the provision of necessary documentation for internal and external auditors
  • Working closely with others related line ministry to prepare request letters and communications for project funds transfer and others
  • Performs other tasks that may be assigned by the Finance Specialist and Project Director

2. Qualifications and Experience

  • Minimum 5 years working in a financial or accounting role, with at least two years’ experience with external/donor financed projects
  • At least a Diploma in Accounting or Business Management, or finance
  • Excellent communication skills, including email management
  • Excellent word processing skills (MS Word, MS Excel). Experience in using accounting software will be an advantage.
  • Written and spoken fluency in the English language is highly preferred.

3. Timeframe of the Assignment

The Consultant will report to the Project Director (Director General of DOPF and will oversee the day-to-day financial management. The services of the Consultant are for a minimum of 3 years. The contract will need to be reconfirmed annually as recommended by the Project Director. There will be a 3-month probation period beginning at the commencement of the position.

The Department of Planning and Finance, therefore, now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The successful consultant will be selected as specified under paragraph 7.34 to 7.39 of the Procurement Regulations, dated July 2016.

Consultants may obtain copies of the detailed Terms of Reference (in English) for the assignment from the address below during office hours 8:30am to 4:30pm, Monday through Friday.

Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by no later than 16:00 hours on 31 January 2018.
