Assignment Title: International Consultant to review Policy Measures for Maintaining Price Stability of Key Sensitive Products in  Lao PDR 

The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received funding from a multi-donor program financed by Australia, the European Union, Germany, Ireland, USAID, and the World Bank toward the cost of the Second Trade Development Facility (TDF-2), and intends to apply part of the proceeds for consulting services. The appraised value of the project is US$ 16.5 million, with implementation to take place over a period of five and a half years, starting in April 2013. Technical responsibility for implementation of the Trade Development Facility lies with the National Implementation Unit (NIU), based within the Planning and Cooperation Department of the Ministry of Industry and Commerce (MOIC).

The objective of this consultancy is to review the scope, objectives, mechanisms, effectiveness, unintended impacts, and shortcomings of existing instruments/mechanisms employed by the Ministry of Industry and Commerce aimed at maintaining price stability of key sensitive consumer products. Based on this review, the objective is to suggest effective options for alternative or improved policy/legal instruments consistent with broad government policy objectives of maintaining price stability and the objectives of limiting market distortions. Such recommendations will follow international good practice and be discussed in consultations with key economic policy making bodies in the Lao public sector as well as selected private businesses from agribusiness and distribution sectors.

In this regard, NIU is seeking to recruit a part-time International Consultant to review Policy Measures for Maintaining Price Stability of Key Sensitive Products in Lao PDR. The assignment is expected to take approximately 60 working days (over 06 months) to complete on a part time basis before end of August 2018, and the selected expert will be expected to start as soon as possible. While most tasks are to be done in Vientiane capital, It is expected that the majority of inputs will be delivered in Vientiane, Lao PDR working alongside government officials, specifically Department of Domestic Trade under the Ministry of Industry and Commerce. During the remaining time the consultant will ensure periodic contacts with her/his counterparts in Lao PDR and continued supervision and monitoring of the work program by distance.

In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

  • At least master’s degree in economics, public administration, or a related discipline; membership in relevant professional organizations is an asset.
  • Minimum 7 years of working experience on Policy Measures to undertake market surveillance and stabilization of prices of Key Sensitive Products;
  • At least two similar assignments successfully implemented in the past 5 years for government owned projects;
  • Working experience in developing countries and/or emerging economies, in particular in connection with the public sector and regarding key sensitive products;
  • Relevant working experience in East Asia and/or ASEAN is an asset;
  • Proven relevant expertise in official development assistance projects (World Bank and/or donor-funded projects) is an asset;
  • Publication record on price regulation related policy measures is an asset;
  • Fluency and excellent report writing skills in English. 

The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised June, 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. ABOUT COMPANY

The NIU is the anchor unit within the Ministry of Industry and Commerce for a sector wide approach on trade in the Lao PDR and is responsible for coordinating trade-related assistance to the country. Based in the Foreign Aid Division of the Planning and Cooperation Departmant, the NIU has been implementing the Trade Development Facility (TDF) multi-donor trust Fund. The TDF supports the Lao Government’s National Socio-economic Development Plan (NSEDP) in its aims to reduce poverty and sustain economic development by facilitating trade and cross-border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration.
