1. Background:

The Second Trade Development Facility (TDF-2) is a multi-donor program financed by Australia, the European Union, Germany, Ireland, USAID and the World Bank focusing on improving trade and private sector development in Lao PDR. The development objective of the TDF-2, which is implemented by the Ministry of Industry and Commerce, is to support the implementation of government’s trade and integration priorities outlined in the 2012 Diagnostic Trade Integration Study (DTIS) Roadmap, and in particular to contribute to improved competitiveness and diversification, focusing outside the natural resource sectors. TDF-2 has three main components:

(a) trade facilitation, trade policy and regulations;

(b) diversification and competitiveness; and,

(c) mainstreaming aid for trade.

The appraised value of the project is US$ 16.5 million, with implementation to take place over a period of five and a half years, starting in April 2013. Technical responsibility for implementation of the Trade Development Facility lies with the National Implementation Unit (NIU), based within the Department of Planning and Cooperation of the Ministry of Industry and Commerce.  

Under the first component of TDF-2, support has been provided to the development of a “Lao Service Portal” (LSP). This online tool offers access to laws and regulations relevant to the business environment in Lao PDR, in particular to the services industries. Laws and regulations on services sectors in Lao PDR are generally dispersed throughout different government agencies and not easily accessible. Lack of information on existing laws and regulations limits policy making capacity, affects the ability of government officials to adequately represent Lao PDR’s interests in international negotiations, and impairs the investment environment. The establishment of the Lao Services Portal, launched in August 2017, is improving access to the legal and regulatory framework applicable to services industries. The establishment of this online information tool complements the existing Lao Trade Portal, which offers information on trade in goods.

The LSP provides, among other things, comprehensive information on the regulatory framework governing the establishment and operation of a services company, or the provision of services trade and investment in services, including measures relating to licensing, operation of foreign companies, restrictions over foreign transactions, etc, which may affect the establishment and operation of foreign services providers in Lao PDR, or their ability to export services abroad through cross border means or through the movement of natural persons.

Development took place in the period 2015-17 and the website was launched in August 2017.  Day-to-day management and maintenance of the website is essential in order to ensure that the information published in the LSP is always accurate and relevant to the trading community. DFTP has therefore formed a team of qualified individuals to support the management of the portal on an on-going basis. The Lao Trade Portal has been operational for a couple of years and assists traders to find all the information regarding import goods into Laos and export goods from Laos, including information related to import/export process, regulations for specific products, relevant laws and other useful information.

Now, under the Trade Facilitation component of TDF-2, the National Implementation Unit is seeking an individual consultant to act as the “Webmaster” for both portals, a key role within mentioned:

2. Qualifications and Experience:

  • At least a Bachelor degree in Information Technology or computer science, mathematics, engineering or any other field related to technology.
  • At least 3 years of experience in web site content management, web application development, and general graphic design, including versatility with a wide range of tools and software.
  • Extensive knowledge of Content Management System (CMS) or similar technologies and website security;
  • Experience and knowledge in writing HTML/CSS, Java Script, PHP Programming (Yii framework is preferable) and search engine optimization
  • Knowledge of Portal and database Design Language and web hosting Tools (MySQL, Linux, Apache 2.2.x etc.)
  • Experience in website design, information architecture and usability, web site usability and tracking approaches.
  • Able to use web authoring software such as Macromedia Dreamweaver and other HTML editing software as well as MS Office suites;
  • Working knowledge of FTP protocol for uploading and downloading files;
  • Good command of Lao and English is essential.
  • Strong writing, editing, and research skills.
  • Ability to manage multiple tasks and effectively function in a quick-paced and dynamic environment.
  • Strong interpersonal skills and communication skills.

The Consultant will be selected in accordance with the World Bank’s Guidelines “Selection and Employment of Consultants”, Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised June, 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. ABOUT COMPANY

The NIU is the anchor unit within the Ministry of Industry and Commerce for a sector wide approach on trade in the Lao PDR and is responsible for coordinating trade-related assistance to the country. Based in the Foreign Aid Division of the Planning and Cooperation Departmant, the NIU has been implementing the Trade Development Facility (TDF) multi-donor trust Fund. The TDF supports the Lao Government’s National Socio-economic Development Plan (NSEDP) in its aims to reduce poverty and sustain economic development by facilitating trade and cross-border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration.
