Senior Finance cum Administrative Officer

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding. 

CRS has worked in Laos since 1994 in school feeding, literacy, inclusive education, and nutrition programming. Since 2012, CRS has served over 25 million meals in schools in Savannakhet province through USDA-funded McGovern-Dole school feeding programs, which incorporate early grade literacy development, water, sanitation, and hygiene, school gardens, and community mobilization into a comprehensive package of support to rural schools. CRS is the in-country implementing partner of Purdue University on the Lao-American Nutrition Initiative (2019-2023), which works with the Lao Ministry of Health to improve the research capacity of government institutions and universities. CRS is currently expanding its school feeding program as the lead implementing partner for literacy and WASH activities under a new USDA McGovern-Dole school feeding program led by World Food Programme (WFP).  

Project Background

School Feeding Project is working partnership between the CRS and WFP program on a five-year project to serve school meals in primary schools across Laos. Working closely with the Ministry of Education and Sports, the project mobilizes community capacity to serve daily meals to students at school, while also providing support for literacy, water and sanitation, and school gardening. In Khammouane Province, the project will operate in Bualapha, Mahakxay, Nhommalath, and Xaybuathong districts. And Xonnabuly district in Savannakhet province.

CRS is seeking a dynamic and motivate individual to work for the project as full-time Senior Finance and Administrative Officer to be base in Khammouane province. The Senior Finance and Administrative Officer shall be willing and able to travel up to 15% to project sites in Khammouane, with occasional travel to Savannakhet, including project site, and Vientiane Capital.   

Job Summary:

You will help coordinate and contribute to the implementation of the Khammouane Province Field Office’s accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting financial transactions by compiling, analyzing, and verifying account information; preparing account entries; and delivering financial reporting services. You will also coordinate the provision of responsive, effective, and efficient administrative services and help ensure stewardship of resources and a high-quality service approach are integrated into administrative systems, policies, and procedures.

Job Responsibilities:

  • Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
  • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management.
  • Evaluate and monitor subrecipient financial management processes in accordance with policy and strengthen capacity of partner in financial accounting and transactions.
  • Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to assist with decision-making and proper management of financial resources.
  • Provide information to subrecipients and staff on financial accounting policies and procedural compliance issues and contribute to capacity strengthening.
  • Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.
  • Plan, coordinate, monitor and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions. Anticipate delivery challenges to ensure service continuity.
  • Ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations. Recommend changes in office practices and coordinate revision of systems, policies, and procedures to contribute to operational excellence.
  • Effectively manage administrative talent and supervise. Manage team dynamics and staff well-being. Provide coaching, tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure capacity for successful support of high-quality programming.
  • Serve as the key liaison and maintain relationships with relevant external stakeholders (landlords, service providers, etc.) on assigned administrative matters and ensure required authorizations and documents are up to date.

Basic Qualifications:

  • Bachelor’s degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent). Master's Degree is advantageous.
  • At least 5 years’ experience in Accounting and/or Finance management with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution. Office management experience is advantage.

Required Language - Proficiency in English and Lao, and good speaking and writing skills

Project Background

In September 2016, Catholic Relief Services (CRS) and the United States Department of Agriculture (USDA) signed a five-year agreement, ensuring a second phase of Learning and Engaging All in Primary School (LEAPS II). From 2012 – 2016, LEAPS I served nearly 16,000,000 meals and increased student attendance by 38%. Working closely with the Ministry of Education and Sports (MoES), LEAPS II will continue to improve literacy of 40,000 school-age children in Lao PDR in 350 schools across seven districts of Savannakhet Province (Atsaphone, Outoumphone, Phalanxaye, Phin, Vilabouly, Sepon, and Nong). LEAPS II activities fall into four main categories: school meals, WASH, literacy, and inclusive education.
