JOB DESCRIPTION

Plan is implementing the SUSTOUR Laos project financed by EU SWITCH-Asia and implemented through a partnership between The European Centre for Ecological and Agricultural Tourism (ECEAT), The Lao National Chamber of Commerce and Industry (LNCCI) and Plan International, with Plan Germany as the contract holder with the EU. The project will operate in three provinces: Vientiane Capital, Vientiane Province and Luang Prabang. The project is designed to promote sustainable consumption and production (SCP) and integration of Micro, Medium and Small Enterprises (MSMEs) within the Lao tourism supply chain. The project will support Lao tourism businesses and their supply chains obtain to adhere to sustainability certification standards (Travelife) and practices as promoted by ECEAT. The project will seek to develop partnerships with Lao tourism businesses including hotels, travel agents, destination management companies, and tour operators. Through these partnerships the project will utilize a business-led approach to promote sustainable practices, integrate MSMEs into supply chains, support local communities involved in tourism, develop eco-friendly solutions and create positive and lasting change for the Lao tourism industry.

Currently we work in Bokeo, Oudomxay, Saravan, Vientiane and Luang Prabang Provinces, in youth economic empowerment, basic education, early childhood development, health and nutrition, water, sanitation and hygiene, and adolescence. Plan Laos is looking for the following position:

Project Coordinator (Lao National Only), Vientiane Capital

Responsibilities will include:

  • Support the Project Manager as necessary in project development and delivery, including project planning, implementation and monitoring at the National, Provincial and District levels;
  • Act as the key focal point for coordination and communications between Plan and LNCCI, as well as local tourism associations, relevant government ministries and other development organizations;
  • Support LNCCI with project planning and implementation, including: developing and overseeing implementation of work plans and budgets, ensuring alignment with key project documents (project proposal, partnership agreement); assisting with quarterly narrative progress reports; identifying and resolving any issues or cause for delays in implementation;
  • Support the Project Manager with reporting and presentations for the donor (EU) and project steering committees;
  • Translate project documents from Lao to English (or vice-versa) and ensure that project documents produced by project staff and partners are of high quality;
  • Mobilize involvement and support from LNCCI business members as well as other private sector stakeholders;
  • Provide technical support and advice during implementation of sustainability standards and certification for MSMEs in the tourism industry, promotion/marketing of sustainable tourism and advocacy for sustainable practices and policies in relevant private and public organizations/institutions;
  • Support the implementation of the projects’ comprehensive COVID-19 response strategy;
  • Represent the project in various national/regional forums, within sector working groups and to government and external stakeholders;
  • General administrative tasks as required (e.g. preparing and reviewing finance/procurement documents, basic data entry).

Requirements:

  • At least a Bachelor Degree in tourism, hospitality, international development or related field.
  • A minimum of 5 years' experience working in the Lao development sector (previous work experience in tourism and/or private sector focused development projects would be a significant advantage).
  • Demonstrated knowledge of project cycle management for development projects, including planning, implementation and monitoring/evaluation processes.
  • Demonstrated knowledge and experience in working with local partners, Lao government, and private sector organizations/stakeholders.
  • Excellent command of Lao and English language (spoken and written) and demonstrated ability to develop and edit high-quality project documents.
  • Capacity to learn quickly, especially regarding organizational and project strategies, approaches and requirements.
  • Ability to negotiation effectively and communicate the project requirements and policies with project partners, government counterparts and other stakeholders.
  • Strong interpersonal and communication skills are essential.
  • Positive, pro-active and flexible working attitude is key.
  • Excellent computer skills (including Word and Excel) are essential.
  • Knowledge of EU donor compliance and reporting would be an advantage.

The Project Coordinator will be required to travel to Vientiane Province and Luang Prabang Province up to 30% of their time. Irregular international travel to represent the project in regional forums and events will also be required (depending on COVID-19 travel restrictions).
