Humanitarian Mine Action Technical Officer

Humanity and Inclusion (HI) has been active in Lao P.D.R. since 1996. The organization’s vision is of a Lao society where all adults and children live as equal individuals in a safe environment.  HI is currently seeking a qualified and motivated national or international to work in the position of Humanity Mine Action Technical Officer.  

Position type: Full Time

Duration: one year with possible of extending

Base location: Huamuang District, Huaphan province

Main responsibilities and activities:

  • Collecting and compiling information on HMA resources, UXO Operators and Service providers and establish effective referral mechanism
  • Help to define the HMA sector strategy together with Regional Specialist HMA/AVR, Area Manager, TSCOM, Project Mangers, whenever possible with the input of field staff
  • Identifying, Analyzing and reporting around the challenges at the field level to implement Comprehensive approach
  • Participate in continuous needs assessments for new projects to be developed and for adaptation of existing projects as needed/appropriate and support in design of new projects
  • Provides adequate technical guidance and support to the field team through on the job coaching and continues capacity building
  • Support in the design, contextualization and translation of technical tools, training material and other relevant documents; disseminate among the staff upon validation from RTU and ensuring the quality of those documents as well as correct implementation
  • Assist to the Area Manager in implementation of project related activities when requested and Support in monitoring and coordination of project activities and ensuring compliance with global and national standard requirements
  • Contribute to projects’ capitalization and ensure technical learning from projects through collecting evidences, best practices and case studies of HI and partner’s activities
  • Represent the technical expertise of HI throughout the local relevant networks and coordination forum as a technical focal point

Desired qualifications:

  • S/He should possess at least 3 years of Relevant Experience National or international UXO operator in all component of UXO preferably Victim Assistance VA
  • Good knowledge on International and national Standard of Mine Action/UXO
  • Very good written and spoken English
  • Capacity to transfer skills and Knowledge
  • Representation and communication skills
  • Capacity to do independent work
  • Basic first aid - Basic radio communication skills
  • Good planning, organizing and coordinating skills with the ability to plan own work, prioritize tasks and to work efficiently under time pressure.
  • Good interpersonal skills; ability to develop and maintain effective work relationships with people (National and International staff) from different cultural backgrounds with sensitivity and diplomacy

HI offers: approximate net salary LAK 5,000,000 - LAK 6,000,000 + benefits (13th month, insurances, etc.)
