Humanity and Inclusion (HI) has been active in Lao P.D.R. since 1996. The organization’s vision is of a Lao society where all adults and children live as equal individuals in a safe environment.  HI is currently seeking a qualified and motivated person to work in the position of UXO Project facilitator Volunteer

Position type: 7 Months contract

Base location: Huamuang District, Huaphan provinces. 


Lao PDR is a landlocked country situated in Southeast Asia. Lao PDR is the most bombed country in the world per capita, with more than 270 million cluster sub-munitions dropped on it during the Vietnam War from 1963 to 1974. All 17 of the country’s provinces still suffer from UXO contamination and more than 90% of the people in these areas live in fear of UXO. 

Commencing in January 2018, a new UXO Project was launched in Lao PDR, which is based in the Houamueang District of Houaphan Province around two hours’ drive from Sam Neua. The project aims to reduce the humanitarian and socio-economic risk posed by UXO on rural life and livelihood through a comprehensive approach of Survey and UXO Clearance, Mine/UXO Risk Education, Behavioural Change Interventions, Victim Assistance and Advocacy within 44 target villages involving some other partners like GRET, Oxfam and UXO Lao.

Through its UXO project, HI aims to reduce the threat of UXO/mines by raising awareness and promoting safe practices. HI’s Risk Education team delivers safety briefings to villagers and conducts movie events to promote safe practices in UXO/mines contaminated areas. With the aid of community volunteers, the RE team develop a community-based risk management plan for each village to continue delivery of UXO/mines safety messages and designate a focal point for UXO reporting and marking.  To support the RE activities, the volunteer will develop the existing materials used to deliver RE, as well as design new material adapted to the Houaphan context. To promote UXO awareness and safety at the provincial level, HI aims to establish a UXO Education Centre within the HI Provincial Office in Sam Neua, which will also serve to provide information of services for persons with disability. Through its various projects, HI Laos aims to promote the rights and inclusion of persons with disability safety in Lao PDR 

Main responsibilities and activities:

  • Provide on job coaching to Data Team, Risk education and Victim Assistance Managers to professionalize their project management (budget, indicator, work plan, quality implementing, follow up and monitoring, reporting)
  • Support the final evaluation of the project by conducting survey, data collection and reporting
  • Motivate youth network in Sam Neua, develop RE awareness session, IEC materials and relevant tools to raise awareness on UXO/Mines risk targeting young teenagers in Sam Neua and Houameuang in collaboration with the team and UXO Education Centre staff
  • Support to the development of IEC materials to promote rehabilitation, mental health and vocational services for UXO victim, persons with disability in Houaphan province upon request
  • Support to the establishment of Disability Champions, build their capacity on disability mainstreaming and enhance their participation and involvement to bamboo value change activities of GRET/BNDA
  • Establish and develop the UXO Education Centre, provide necessary support for overall operation of the center by creating sustainable management system (develop, monitor and market) of the Centre with involvement of partners and UXO/mines survivors.
  • Develop articles related to projects operations, awareness raising topics, etc. to public on HI Facebook Page and other medias

Desired qualifications:

  • Bachelor/Master Degree in Communications and/or Political Sciences and/or Development/Humanitarian Project Management
  • Experience of project Management including budget management
  • Experience of graphic design and associated software is required (video/photo editing)
  • Knowledge of effective communication strategies to develop communication activities and associated materials.
  • Previous experience in business management/development would be an advantage.
  • Team work spirit but ability to work autonomously and manage own tasks.
  • Diplomacy & Flexibility
  • Fluent in English language
