LAOS AUSTRALIA DEVELOPMENT LEARNING FACILITY (LADLF)
Duration: Initially 60 days from 1 May to 30 June 2017
1. The Laos-Australia Development Learning Facility
Adam Smith International (ASI) manages the Laos-Australia Development Learning Facility (LADLF) for the Australian Department of Foreign Affairs and Trade (DFAT). Established in January 2014, the LADLF supports effective and efficient implementation of Australia’s Aid Investment Plan (AIP) for Lao PDR which focuses on results in primary education, human resource development and trade development. The Facility works at the leading edge of performance management and is representative of DFAT’s emerging approach to ensuring high-quality oversight of aid programming in key recipient countries.
Services provided by LADLF include:
› quality assurance and capacity building for performance assessment products and tasks across the AIP;
› providing contextual analysis and facilitating cross-program linkages to advise DFAT on whole-of-program issues and to inform dialogue about adequacy of progress with partners implementing the AIP; and
› providing support, analysis and evidence to inform programming, policy dialogue and economic diplomacy.
Consisting of a small and dynamic team, the Facility works closely and collaboratively with the Australian Embassy in Vientiane and other implementing partners toward the shared strategic goal and objectives set out in the AIP. The Facility is leading two key evaluation studies this year, one covering the BEQUAL District Operating Grants pilot and the other the Resilient Livelihoods for the Poor pilot.
a) To ensure the financial and administrative operations of the Learning Facility are robust, transparent, free of fraud and maximise value for money for DFAT
b) To support the Facility Team Leader such that he is fully focused on his technical and policy dialogue duties
o Lead the implementation of the policies and procedures specified in the Facility’s Finance and Operations Manual
o Manage the company’s bank accounts in Lao PDR – monitoring balances, verifying funds received, making electronic payments etc
o Make payments to suppliers and contractors and managing supplier relationships
o Verify the quality of services provided by suppliers
o Prepare and submit monthly financial management reports and forecasts and/or data to ASI including the monthly Receipts and Payments Statement (RPS)
o Manage petty cash and maintain full and accurate filing system for receipts
o Procure and maintain goods and office supplies
o Organise visas, visa renewals, drivers licenses, VAT refunds (if applicable) with relevant Lao Govt Ministries on behalf of the Project
o Assist ASI in meeting its regulatory obligations as a foreign business operating in Lao PDR
o Other finance and administrative-related duties that may arise
