Technical Advisor

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The project “Promotion of Competitiveness within the Framework of the Initiative for ASEAN Integration (COMPETE)” as part of the Lao-German Development Cooperation, commissioned by German Development Cooperation is currently seeking for a qualified and experienced Laotian candidate for the position of Technical Advisor.

Starting Date: As soon as possible

Duration of Assignment: 31 August 2021

Work Location: Vientiane Capital


The Technical Advisor is responsible for:

  • Coordinating national activities for the COMPETE project in Lao PDR
  • Facilitating trainings, meetings and workshops in Lao PDR
  • Implementing capacity building activities with potential Institutions in cooperation with the public sector and the private sector in Lao PDR
  • Linking the projects to other relevant donors and public partners in the field of TiS,
  • Regularly updating the regional project team about upcoming important topics on ASEAN Economic Integration in Lao PDR
  • Supporting the monitoring and evaluation of the COMPETE project
  • Performing other project related tasks as assigned by the Project Director


1. Advising the partner institution(s)

The Technical Advisor

  • assists and monitors the development and implementation of national activities for Trade in Services in close consultation with counterparts, especially the team of technical officials from the Trade in Services Division of the Department of Foreign Trade Policy (DFTP), Ministry of Industry and Commerce (MoIC)
  • Supports DFTP in the implementation of activities related to the COMPETE project activity plan
  • deals with the design, preparation and implementation of workshops, seminars and other events
  • provides comments on Laws and Regulations and check its compliance with existing service agreements
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
  • provides advice and short trainings to the technical team in partner institutions (training on the job)
  • provides small translations and interpreting services for partner institutions
  • deputize other technical advisors in the COMPETE project or other ASEAN projects

2. Networking and cooperation

The Technical Advisor

  • supports cooperation, regular contact and dialogue with partners
  • assists with PR work and cooperates with relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
  • communicates stakeholder interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project

3. Knowledge management

The Technical Advisor

  • ensures knowledge transfer to COMPETE knowledge management system
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • draws up reports and presentation documents
  • prepares appropriate input for various project/programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
  • assists in disseminating research activities and studies on trade in services issue.

4. Coordination tasks

The Technical Advisor

  • assists in general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • compiles the relevant information for joint activities and assignments

Required qualifications, competences and experiences:

  • MA in Economics or Business Administration with specific competence in International Trade Policy
  • Experience in managing projects or project components funded by international donors or developing partners with the focus on International Trade Policy
  • Conscientious and efficient behaviour in meeting commitments, observing deadlines and achieving results with accountability
  • Ability to possess knowledge-based sensitivity and persistency in convincing stakeholders
  • Experience in networking with public and private partner institutions
  • at least 5 years professional experience in a comparable position
  • very good working knowledge of standard software (e.g. MS Office) and virtual communication tools
  • fluent written and oral knowledge of Lao and English language
  • willingness to acquire additional technical and managerial skills as required by the tasks to be performed – corresponding measures are agreed with the supervisor
  • very good team player who is willing to offer support when needed
  • Committed to the highest ethical standards in furtherance of his/her mission and the objectives of the program partners
  • Good interpersonal and intercultural skills in working with various partners
  • Basic Knowledge on gender mainstreaming
