Business Assistance Facility (BAF) Coordinator; Ref No. D1.11 (Re-advertise) 

The Ministry of Industry and Commerce (MoIC) of the Government of Lao PDR has received financing from the World Bank and Australia toward the cost of the Lao PDR Competitiveness and Trade Project (LCTP), and intends to apply part of the proceeds for consulting services.

The NIU is now seeking an experienced individual for the position of BAF Coordinator to support the NIU in overseeing the operations of the BAF. The services of the BAF Coordinator are initially required for a period of 24 months starting July 2020 on a full-time basis. The Project Coordinator will be based at the NIU, MoIC, Vientiane, Lao PDR, and will be subject to annual performance evaluation. In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

  • An advanced degree in economics, business administration, entrepreneurship or related field;
  • Minimum 2 years of working experience, preferably in managing development projects in areas of trade and private sector development; Past experience with government IFI funded projects is an asset;
  • Experience in similar assignments involving matching grant schemes will be an advantage;
  • Experience in assisting the office work on various tasks, including organization of meetings, sending letters / invitations, liaison and communication, assisting foreign staff, delivery and collecting documents etc.;
  • Ability to operate independently, without close daily supervision; Past experience in the coordinator’s or manager’s positions is an asset;
  • Proven ability to understand, analyze and evaluate the operation of individual businesses;
  • Fluency in English and Lao language (written and spoken);
  • Good computer skills (MS Office, Internet, E-mail etc.);
  • Good administrative, communication and team building skills.

The Consultant will be selected in accordance with the World Bank 'Procurement Regulations for IPF Borrowers, July 2016, revised November 2017 and August 2018 edition, under Individual Consultants (IC) selection method. The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the said Regulations, setting forth the World Bank’s policy on conflict of interest.

ABOUT COMPANY

The NIU is now seeking an experienced individual for the position of Senior Private Sector Development Consultant (PSDC) to support overall project implementation. The objective of this assignment is to provide the NIU (MOIC) with technical and analytical support with respect to the implementation of the LCTP. The services of the Senior PSDC are required for a period of 40 months starting December 2018 on a full-time basis working at NIU. The Senior PSDC will be based in Vientiane, Lao PDR and   shall be subject to annual performance evaluation. The Senior PSDC will be based in the National Implementation Unit/TECD, Department of Planning and Cooperation, Ministry of Industry and Commerce. Senior PSDC will work under overall supervision of the NIU Manager/TECD Director and work on a day-to-day basis with the NIU/TECD team, IAs and other short-term and long-term technical assistants.
