Procurement Supervisor

Work Location: Khamkeut Saen Oudom Gold Mine Project,

Khamkeut District, Bolikhamxay Province, Lao P.D.R.

Working day: 30 days, off: 6 days (8.5 hours/day).

Gross Salary range: USD 500 to USD 800

Duty Description:

Supervise the procurement team about procurement systems, processes and services covering procurement, expediting, supplier pricing and quality as well as development of electronic tender and contract formation, documentation, execution and administration. Receive and process all procurement requests for the Khamkeut Saen-Oudom Gold Mine Operation. Ensuring that all procurement functions are performed to meet agreed service levels; monitor and evaluate performance to identify and correct areas of improvement; recognize and report on opportunities for reducing waste and cost savings. The implementation of procurement strategies to ensure materials and services are supplied to the quality, service, cost specifications and targets.

Responsibilities:

  • Supervises, evaluates and directs the procurement activities of professional and technical personnel;
  • The operational execution of the procurement for all goods and materials, commodities, chemicals and equipment procured by the Company from local and international sources.
  • Prepares and evaluates specifications and invitation to bid;
  • Reviews bid protest and prepares oral and written recommendations;
  • Prepare purchase orders and places orders for the purchase of goods and services;
  • Interviews vendors and evaluates their products and capabilities as supplies;
  • Acts as a liaison between company departments and vendors;
  • Development of alternative supply sources.
  • Manage the ERP System for Master File Supplier Pricing and Ordering control including adding new and removing old suppliers, reducing surplus or redundant items whilst maintaining optimal priced stock lines.
  • Preparation, execution and administration of all sub-contract and supply tenders, contracts and agreements.
  • Interprets contract provisions;
  • Reviews contracts to evaluates overall revisions, price and past performance of each contract prior to bid or renewal;
  • Provides comments on the price quotes from vendors and compares quotes with the specifications and availability of items;
  • Action and maintain records of purchase requisitions and orders.
  • Develops and updates policies and procedures for the decentralized contract administration program;
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work progresses and work cooperatively and jointly to provide quality seamless customer service;
  • Finalize bill of payment for KSO Management Committee Approval.
  • Manage the delivery of information and reports as required.
  • Provision of reports on outstanding orders and order history.

Qualification

  • Bachelor’s degree in business administration or other relevant fields with minimum 3 years of experience in working with international organizations in similar position;
  • Experience and familiarity with procurement procedures;
  • knowledge and skill in supervisory practice sand principles;
  • Irreproachable integrity/honesty and trustworthiness;
  • Proficient in MS Office Suite, to include Word, Excel, and Power Point; other related procurement software is preferred;
  • Fluency in English and Lao with very good writing and oral skills;
  • Strong common sense and deductive reasoning with good practical and problem solving skills.
