Provincial Agriculture Advisors

As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. The CliPAD/I-GFLL Project („Climate Protection through Avoided Deforestation and Implementation of the Governance Forest Landscape and Livelihood Program”) is part of the Lao-German Development Cooperation and commissioned by German Development Cooperation. The project is currently seeking three qualified Laotian candidates for the positions of Provincial Agriculture Advisors, based in the Provinces of Houaphan, Luang Prabang and Sayaboury

Starting Date: 01.09.2020

Duration of Assignment: 31.12.2023

Work Location: Provinces Houaphan (1x person), Luang Prabang (1x person) and Sayaboury (1x person)

Responsibilities:

The advisors are responsible for:

  • the creation of essential framework conditions for implementing the Laotian government's Emission Reduction Program (ERP) at sub-national levels (Provinces of Houaphan, Luang Prabang and Sayaboury), including the set-up of relevant and capable structures within the provincial and district agriculture authorities, regarding good and deforestation-free agriculture.

Main tasks:

The advisors are responsible for:

  • serving as liaison officers and the projects agriculture focal point for the provincial and district authorities; 
  • managing the projects agriculture team in each province; 
  • ensuring a harmonized and innovative implementation of all agriculture related issues in the project areas through close cooperation with project staff, relevant government authorities, cooperating projects, the private sector and communities; 
  • providing technical advice and strengthens knowledge and capacities for provincial and district agricultural extension staff regarding good agricultural practices (GAP) respectively deforestation-free agriculture (incl. agronomy, livestock production, agribusiness development and agroforestry); 
  • strengthening knowledge and capacities of farmers on good agricultural practices, on-farm production, value chain development and commercialisation; 
  • identifying and mobilising, in cooperation with agriculture authorities, private sector companies (traders, input suppliers, processors, farmer organisations, financial institutions, etc.) and other value chain actors (e.g. farmer representatives, farmers’ organisations, government representatives) to participate in district-level multi-stakeholder platforms (MSPs); 
  • supporting the formalisation and approval of private-sector village partnership agreements (PSVPAs) to catalyse the private sector investment in agriculture value chains;
  • supporting monitoring, evaluation and reporting of all relevant activities; 
  • writing translations of documents, reports etc. in English and Lao; 
  • performing other duties and tasks at the request of the management; 
  • dealings with the design, preparation and implementation of workshops, seminars and other events.

Experience and Qualifications of the candidates:

  • Sc. or M.Sc. degree in agriculture or a relevant field; 
  • at least 5 years’ professional experience in comparable positions; 
  • very good working knowledge of good agriculture practices (GAP) and ITC technologies; 
  • ability to work very precisely; 
  • willingness to up skill as required by the tasks to be performed; 
  • fluent written and oral knowledge of English;
  • Basic Gender knowledge and Gender mainstream.
